After four working days of the first phase with important contents, especially personnel work, according to the agenda, today (May 24th), the National Assembly starts its fifth working day of the 7th Session of the XVth Legislature, focusing on law-making.
As scheduled, during the morning session, the National Assembly will spend time in the hall to listen to the member of the Committee of the National Assembly Standing Committee, Chairman of the National Assembly’s Law Committee, presenting a report on the explanation, reception, and editing of the draft Law on Archives (amended).
Then, the National Assembly will discuss a number of contents that still have different opinions on the draft Law on Archives (amended); The proposing agency and the coordinating agency in charge of verification will clarify some issues raised by the National Assembly deputies.
The afternoon session continues with discussions in the group about the Draft Law on Amending and Supplementing a Number of Articles of the Law on Security; Draft Law on Management and Use of Weapons, Explosives, and Supporting Tools (amended).
Previously, at the 30th meeting (February 2024), the National Assembly Standing Committee gave opinions on the reception and editing of the draft Law on Archives (amended). This is a bill that was discussed by the National Assembly for the first time at the 6th session (October 2023) and will be submitted to the National Assembly for consideration and approval at this 7th session.
According to the Conclusion of the National Assembly Standing Committee on the explanation, reception, and editing of the draft Law on Archives (amended), the National Assembly Standing Committee agreed to set the time limit for submitting documents to the historical archive at 05 years from the year the documents are submitted to the current archive, uniformly applied to both paper and digital documents.
Meanwhile, the Law on Security 2017 took effect on July 1, 2018. After 5 years of implementation, there are still some difficulties and problems.
Therefore, the amendment and supplement of a number of articles of the Law on Security aim to meet the practical requirements after 05 years of implementation, solve the existing problems and shortcomings in the law on security, and ensure the stability, unity, consistency, transparency, feasibility, accessibility, effectiveness, and efficiency of the legal system on security, making a worthy contribution to the country’s development in the period of industrialization, modernization, and extensive international integration.
Regarding the draft Law on Management and Use of Weapons, Explosives, and Supporting Tools, the majority of the members of the National Defense and Security Committee agreed on the necessity to amend the Law to institutionalize fully and promptly the guidelines and policies of the Party and the State on strengthening the management and use of weapons, explosives, and supporting tools; reform administrative procedures and cut down unnecessary papers to ensure practicality and convenience for agencies, organizations, and people; create a solid legal corridor in state management and prevention and combat crimes and violations of the law in this field; and overcome shortcomings, limitations, and problems in the implementation and application of the law over the past time.
Accordingly, the draft Law submitted by the Government has amended 54 out of 76 articles, supplemented 01 article, and removed 03 articles compared to the current Law, basically inheriting the contents that have been adjusted in the current Law and in line with the guidelines and policies of the Party, the Constitution, the unity in the legal system, and compatibility with relevant international treaties to which Vietnam is a member.
