Prime Minister Decision to Discipline Mr. Dao Ngoc Dung

Specifically, in Decision No. 413/QD-TTg dated May 14, 2024, the Prime Minister decided to discipline Mr. Dao Ngoc Dung, Minister of Labor, Invalids, and Social Affairs for the 2016-2021 term, with a reprimand. This decision was made due to his violations and shortcomings in his work, for which the Politburo had already imposed party discipline. The discipline took effect from the date of the announcement of Decision No. 1198-QDNS/TW dated April 23, 2024, by the Politburo.
In Decision No. 414/QD-TTg dated May 14, 2024, the Prime Minister decided to discipline Ms. Pham Thi Hai Chuon, former Minister of Labor, Invalids, and Social Affairs for the 2011-2016 term, with a warning. This decision was made due to her violations and shortcomings in her work, for which the Politburo had already imposed party discipline. The discipline took effect from the date of the announcement of Decision No. 1199-QDNS/TW dated April 23, 2024, by the Politburo.
These decisions took effect on May 14, 2024.
Previously, on April 19, at the headquarters of the Party Central Committee, the Politburo and the Secretariat considered and decided to discipline the Party Committee of the Ministry of Labor, Invalids, and Social Affairs for the 2011-2016 and 2016-2021 terms.
After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat acknowledged that the violations of the Party Committee of the Ministry of Labor, Invalids, and Social Affairs, and related individuals, were serious. The Party Committee of the Ministry of Labor, Invalids, and Social Affairs for the 2011-2016 term violated the principles of democratic centralism, party regulations, state laws, and working regulations. They were irresponsible and lax in their leadership and direction, which allowed the Ministry and some collectives and individuals within the Ministry to commit many violations and shortcomings in the organization of purchases and transfers of vocational training programs and the training of vocational teachers.
In advising on the issuance, amendment, and implementation of the project on the transfer of vocational training programs, the training and retraining of teachers and managers of vocational training, and the pilot training of key occupations (Project 371), and the project on the development of high-quality vocational schools (Project 761); they acted contrary to legal regulations in the organization of the implementation of orders, creating conditions for AIC Joint Stock Company to participate in large-value packages to gain illegal benefits. The violations of the Party Committee of the Ministry of Labor, Invalids, and Social Affairs for the 2011-2016 term were systematic and prolonged, leading to violations and shortcomings in the implementation of many packages from 2011 to 2021, with a high risk of time, human resource, and state budget waste, causing serious consequences that are difficult to overcome, arousing public outrage, and reducing the prestige of the Party organization and the Ministry of Labor, Invalids, and Social Affairs.
The Party Committee of the Ministry of Labor, Invalids, and Social Affairs for the 2016-2021 term violated the principles of democratic centralism, party regulations, state laws, and working regulations; they were irresponsible and lax in their leadership and direction and failed to detect that the Ministry and some collectives and individuals within the Ministry continued to have many violations and shortcomings in advising on the amendment and supplementation of Project 371 and Project 761, and in the organization of the implementation of packages by AIC and businesses belonging to the AIC ecosystem. The violations of the Party Committee of the Ministry of Labor, Invalids, and Social Affairs for the 2016-2021 term were systematic and prolonged, causing a high risk of time, human resource, and state budget waste, with serious consequences that are difficult to overcome, arousing public outrage, and reducing the prestige of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.
Mr. Dao Ngoc Dung, a member of the Party Central Committee, Secretary of the Party Committee, and Minister of Labor, War Invalids, and Social Affairs, violated the principles of democratic centralism, party regulations, state laws, regulations on things that party members must not do, and the responsibility to set an example, as well as the working regulations. He was lax in his leadership, direction, and management, allowing the Ministry and some collectives and individuals within the Ministry to commit many violations and shortcomings, with a high risk of huge state budget waste, causing serious consequences that are difficult to overcome, negative public opinion, and reducing the prestige of the Party organization and the Ministry of Labor, Invalids, and Social Affairs.
When she was a member of the Party Central Committee, Secretary of the Party Committee, and Minister of Labor, Invalids, and Social Affairs, Ms. Pham Thi Hai Chuon violated the principles of democratic centralism, party regulations, state laws, regulations on things that party members must not do, and the responsibility to set an example, as well as the working regulations. She was lax in her leadership, direction, and management, allowing the Ministry and some collectives and individuals within the Ministry to commit many violations and shortcomings, acting contrary to legal regulations in the organization of the implementation of orders, creating conditions for AIC to participate in packages, with a high risk of huge state budget waste, causing serious consequences that are difficult to overcome, negative public opinion, and reducing the prestige of the Party organization and the Ministry of Labor, Invalids, and Social Affairs.
Based on the content, nature, extent, and causes of the violations of the Party organization and the above-mentioned individuals, and in accordance with the Party’s regulations on disciplining violating Party organizations and members, the Politburo decided to discipline Mr. Dao Ngoc Dung with a reprimand and Ms. Pham Thi Hai Chuon with a warning.
