Prime Minister Pham Minh Chinh has taken disciplinary action against the current and former Minister of Labor, Invalids, and Social Affairs.

Prime Minister Decision on Disciplinary Action Against Mr. Dao Ngoc Dung

Specifically, in Decision No. 413/QD-TTg dated May 14, 2024, the Prime Minister decided to impose disciplinary action in the form of a reprimand on Mr. Dao Ngoc Dung, Minister of Labour, Invalids and Social Affairs for the 2016-2021 term, due to his violations and shortcomings in his work. The disciplinary action took effect from the date of the announcement of Decision No. 1198-QDNS/TW dated April 23, 2024, by the Politburo.

In Decision No. 414/QD-TTg dated May 14, 2024, the Prime Minister decided to impose disciplinary action in the form of a censure against Ms. Pham Thi Hai Chuon, former Minister of Labour, Invalids and Social Affairs for the 2011-2016 term, due to her violations and shortcomings in her work. The disciplinary action took effect from the date of the announcement of Decision No. 1199-QDNS/TW dated April 23, 2024, by the Politburo.

These Decisions took effect from May 14, 2024.

Previously, on April 19, at the Headquarters of the Party Central Committee, the Politburo and the Secretariat examined and decided on disciplinary actions against the Party Committee of the Ministry of Labour, Invalids and Social Affairs for the terms 2011-2016 and 2016-2021.

After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat acknowledged that the violations committed by the Party Committee of the Ministry of Labour, Invalids and Social Affairs, along with related individuals, were severe. The Party Committee of the Ministry of Labour, Invalids and Social Affairs for the term 2011-2016 violated the principles of democratic centralism, Party regulations, state laws, and working regulations. They were irresponsible and negligent in their leadership and direction, allowing the Ministry and several collectives and individuals within the Ministry to commit numerous violations and shortcomings in the organization of purchases and transfers of vocational training programs and the training of vocational teachers.

In advising on the issuance and amendment of, and organizing the implementation of, the Project on the Transfer of Vocational Training Programs, the Training and Retraining of Vocational Teachers and Management Staff, and the Pilot Training of Key Occupations (Project 371), and the Project on the Development of High-Quality Vocational Schools (Project 761), they acted contrary to legal regulations in organizing the implementation of placements, creating conditions for AIC Joint Stock Company to participate in large-value bids to gain illegal benefits. The violations of the Party Committee of the Ministry of Labour, Invalids and Social Affairs for the term 2011-2016 were systematic and prolonged, leading to violations and shortcomings in the implementation of many placement packages from 2011 to 2021, with a high risk of time, human resource, and state budget wastage, causing serious consequences that are difficult to overcome, arousing public dissatisfaction, and reducing the prestige of the Party organization and the Ministry of Labour, Invalids and Social Affairs.

The Party Committee of the Ministry of Labour, Invalids and Social Affairs for the term 2016-2021 violated the principles of democratic centralism, Party regulations, state laws, and working regulations; they were irresponsible and negligent in their leadership and direction and failed to detect the fact that the Ministry and several collectives and individuals within the Ministry continued to commit numerous violations and shortcomings in advising on the amendment and supplementation of, and organizing the implementation of, Project 371 and Project 761.

In the organization of the implementation of packages by AIC and enterprises belonging to the AIC ecosystem, the violations of the Party Committee of the Ministry of Labour, Invalids and Social Affairs for the term 2016-2021 were systematic and prolonged, causing a high risk of time, human resource, and state budget wastage, resulting in serious consequences that are difficult to overcome, arousing public dissatisfaction, and reducing the prestige of the Party organization and the Ministry of Labour, Invalids and Social Affairs.

Mr. Dao Ngoc Dung, a member of the Party Central Committee, Secretary of the Party Committee, and Minister of Labour, War Invalids and Social Affairs, violated the principles of democratic centralism, Party regulations, state laws, regulations on things that Party members must not do, and the responsibility to set an example, as well as the Working Regulations. He was loose in his leadership, direction, and management, allowing the Ministry and a number of collectives and individuals in the Ministry to commit many violations and shortcomings, with a high risk of great wastage of the state budget, causing serious consequences that are difficult to overcome, negative public opinion, and reducing the prestige of the Party organization and the Ministry of Labour, Invalids and Social Affairs.

When holding the position of a member of the Party Central Committee, Secretary of the Party Committee, and Minister of Labour, Invalids and Social Affairs, Ms. Pham Thi Hai Chuon violated the principles of democratic centralism, Party regulations, state laws, regulations on things that Party members must not do, and the responsibility to set an example, as well as the Working Regulations. She was loose in her leadership, direction, and management, allowing the Ministry and a number of collectives and individuals in the Ministry to commit many violations and shortcomings; she acted contrary to legal regulations in organizing the implementation of placements, creating conditions for AIC to participate in bids, with a high risk of great wastage of the state budget, causing serious consequences that are difficult to overcome, negative public opinion, and reducing the prestige of the Party organization and the Ministry of Labour, Invalids and Social Affairs.

Based on the content, nature, extent, and causes of the violations of the Party organization and the above-mentioned individuals, and in accordance with the Party’s regulations on disciplinary action against violating Party organizations and members, the Politburo decided to reprimand Mr. Dao Ngoc Dung and censure Ms. Pham Thi Hai Chuon.
