The dispatch states that, in order to timely issue synchronous guiding documents for the Laws taking effect from July 1, 2024, promptly deploy the Laws and Resolutions passed by the National Assembly at the 7th session of the 15th National Assembly, and resolve difficulties and problems arising in the process. Social and economic development in localities, striving to achieve the highest targets and goals of socio-economic development set for 2024, the Prime Minister requests Deputy Prime Minister Le Minh Khai to direct the Ministry of Home Affairs to urgently build a draft Decree regulating the basic wage and bonus regime for officials, public employees, and armed forces; and the Ministry of Labour, Invalids and Social Affairs to promptly build a draft Decree on adjusting retirement pensions, social insurance benefits, and monthly allowances, a draft Decree on the level of preferential treatment for people with meritorious services to the revolution, and a draft Decree on the standard of social assistance, submitting them to the Government for implementation from July 1, 2024, in accordance with the National Assembly’s resolutions.
Deputy Prime Minister Le Minh Khai is requested to direct the Ministry of Planning and Investment to urgently coordinate with ministries and relevant agencies to finalize the draft Decree on the Establishment, Management, and Use of the Investment Support Fund, submitting it to the Government by July 5, 2024, at the latest.
Deputy Prime Minister Le Minh Khai is also requested to direct the State Bank of Vietnam and the Ministry of Finance to promptly finalize and submit to the Government for issuance of the Decrees guiding the Law on Credit Institutions and the Law on Prices, ensuring their simultaneous effectiveness with the Laws and leaving no legal vacuum.
Deputy Prime Minister Tran Hong Ha is requested to direct the Ministry of Natural Resources and Environment, the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Home Affairs, and the People’s Committees of provinces and cities to promptly build and submit to the Government and the Prime Minister for issuance or issuance under their competence of guiding documents to implement the Law on Land, ensuring their simultaneous effectiveness with the Law on Land and leaving no legal vacuum.
Deputy Prime Minister Le Thanh Long is requested to direct the Ministry of Justice to promptly submit to the Prime Minister for the establishment of a Steering Committee led by a Government leader and with some ministers as members to direct ministries, agencies, and localities to review and remove obstacles in legal regulations, especially in the fields of investment, land, construction, housing, public investment, and state-owned enterprises.
The Prime Minister also assigns the Government members to pay attention and spend time working directly with localities to promote production and business, public investment, infrastructure development, import and export, and timely remove difficulties and obstacles related to social housing, the real estate market, administrative discipline, and other issues in each locality.
