Previously, the Inspectorate of Bac Ninh province had concluded on the inspection of compliance with policies and laws in the implementation process at the Dai Trach village housing project (Area No. 1) in Dinh To commune, Thuan Thanh district.
The Bac Ninh Inspectorate pointed out some existing issues at the Dai Trach Village Housing Project. Notably, according to the inspection conclusion, the Department of Natural Resources and Environment of Bac Ninh province issued Notification No. 130/TB-STNMT dated December 29, 2021, announcing that the project met the conditions for land use rights transfer for 128 land plots, which was not in compliance with regulations as the project had not completed the investment in infrastructure construction.
The Bac Ninh Inspectorate recommended that the Director of the Department of Natural Resources and Environment of Bac Ninh province consider the responsibility and handle it within their authority regarding the collective and individuals involved in issuing the notification of the project meeting the conditions for land-use rights transfer for 128 land plots, which was not in accordance with regulations.
Speaking to Tien Phong, the leader of the Division of Land Management, Surveying, and Mapping (under the Department of Natural Resources and Environment of Bac Ninh province) shared that following the conclusion of the Bac Ninh Inspectorate, the department had conducted a review to determine responsibility for issuing Notification No. 130/TB-STNMT dated December 29, 2021, which announced that the project met the conditions for land-use rights transfer for 128 land plots, even though this was not in line with regulations.
According to this leader, based on Document No. 1479 dated December 20, 2021, issued by the People’s Committee of Thuan Thanh district (now Thuan Thanh town) on confirming the completion status of the Dai Trach Village Housing Project (Area No. 1) in Dinh To commune, the Department of Natural Resources and Environment of Bac Ninh province did not conduct an additional inspection even though some components of the project were not completed. This led to the issuance of the incorrect Notification No. 130 on December 29, 2021.
The Division of Land Management, Surveying, and Mapping (under the Department of Natural Resources and Environment of Bac Ninh province) and the involved officials seriously reviewed and drew lessons learned regarding the advisory role in inspecting and confirming the conditions for land-use rights transfer.
