The People’s Committee of Binh Duong Province has issued a decision approving the urban development area along Ring Road 4 – Zone 1 in Ben Cat Town. The Management Board of the urban development area is assigned to the People’s Committee of Ben Cat Town, with an expected completion date of 2040.

The urban development area along Ring Road 4 – Zone 1 covers approximately 2,700 hectares, including parts of An Tay Ward, An Dien Ward, and Phu An Commune. It borders Thanh Tuyen Commune to the north, Ho Chi Minh City’s Cu Chi District and the Saigon River to the south and west, and Thoi Hoa Ward to the east, connected by several roads and the Thi Tinh River.

The primary function of this area is to serve as a logistics and service hub, as well as a critical transportation node connecting Binh Duong Province to Ho Chi Minh City via Ring Road 4.

Regarding infrastructure development, a portion of the Ring Road 4 project within Zone 1 is included in the total investment capital of the Ring Road 4 project. Similarly, the infrastructure framework projects within the urban development area boundaries are included in the total investment capital of the respective urban development projects.

The estimated investment for the social infrastructure framework projects is VND 3.4 billion, while the urban development projects are expected to cost approximately VND 130.327 billion.

The proposed investment sources for urban development include government funds, socialization, and bonds.

According to the People’s Committee of Binh Duong Province, the land requirement for the Ho Chi Minh City Ring Road 4 project within the province is approximately 419.6 hectares, with a preliminary total investment of VND 18,247 billion (excluding loan interest). The province aims to commence construction on the project in the third quarter of 2024.
