Ensuring Safety and Security for Locals During the Development of Projects in Bac Van Phong

The Khanh Hoa province is currently undertaking two major urban development projects, spanning almost 4,000 hectares in the northern region of Van Ninh District. These projects will impact the lives of hundreds of residents, and as such, the province is committed to prioritizing sustainable development practices with a focus on ensuring the welfare and well-being of its citizens and safeguarding the environment.

The Tu Bong New Urban Area project, a proposed high-end development in Northern Van Ninh district, boasts a total area of over 2,500 hectares and an impressive investment capital of more than VND 39 trillion. The project is a joint venture between Sun Ha Long JSC and Sun Van Don JSC, with the latter contributing over VND 6,300 billion in investment.

Located in the coastal border area of Khanh Hoa province, the project includes over 1,000 hectares of reclaimed land that overlaps with the Van Phong Bay port area. Approximately 350 households will be affected by the project, with 1,300 households involved in aquaculture and 760 homes impacted. Once operational, the project is expected to contribute approximately VND 190 billion to the annual budget and create employment opportunities for 5,000-7,000 laborers.

Van Ninh district in Khanh Hoa province is envisioned to become an urban area

Another proposed development, the Dam Mon New Urban Area project in Van Ninh district’s Van Thanh commune, spans over 1,400 hectares. This project is also located within the coastal border area of Khanh Hoa province and carries a total investment of nearly VND 25 trillion. It encompasses commercial housing, land lots, tourism, and resort development. Approximately 250 households with homes and over 160 households engaged in agriculture and animal husbandry will be affected by this project, which involves reclaiming over 110 hectares of sea area in the port and its adjacent waters.

As per regulations, such land reclamation activities require the approval and investment decision of the Prime Minister. Both projects aim to construct urban areas and fall under the Prime Minister’s approval authority for investment policies. Once operational, they are expected to contribute over VND 110 billion to the annual budget and generate employment for 4,000-6,000 workers.

Khanh Hoa province is attracting investments to Van Phong Economic Zone

Attracting strategic investors to Van Phong will create a ripple effect, drawing more investors to the economic zone and providing essential infrastructure development capital for the Van Phong area. The selection of investors for these projects adheres to National Assembly Resolution 55/2022, which outlines special mechanisms and policies for the development of Khanh Hoa province.

According to Mr. Phan Thanh Liem, Head of the Van Phong Economic Zone Authority, the realization of these urban projects will accelerate the transformation of Khanh Hoa province into a centrally governed city.

Mr. Liem further emphasized the urgency of seizing the opportunities presented by Resolution 55/2022, stating, “There is a lot of pressure on the province and the Van Phong Economic Zone Authority to make the most of the mechanisms, policies, and opportunities that the Resolution has offered us within its five-year timeframe.”

The Standing Committee of the Provincial Party Committee of Khanh Hoa concluded that the implementation of the Tu Bong and Dam Mon New Urban Area projects is a concrete step towards realizing the goals set forth in Resolution No. 09/2022 of the Politburo. These projects are expected to propel the development of the Van Phong Economic Zone, transform Van Ninh district into a premium seaside tourist city, and contribute to the province’s aspiration to become a centrally governed city by 2030.

Thousands of households are engaged in aquaculture in Van Phong Bay, Khanh Hoa province

Mr. Nguyen Tan Tuan, Chairman of the Khanh Hoa Provincial People’s Committee, emphasized the province’s focus on “settling the people” and ensuring social welfare during the implementation of these projects.

Mr. Tuan highlighted the importance of environmental impact assessments and maintaining sustainable environmental practices, stating, “While we have signed memorandums of understanding, these projects fall under the authority of the Prime Minister, and we must carefully select suitable investors. Reclamation activities must consider their impact on the environment and marine currents, ensuring that we maintain a sustainable environment without disrupting neighboring areas like Ninh Hoa and Phu Yen.”
