“Four Vietcombank Officials Charged with Negligence Resulting in a Staggering Loss of Over VND 600 Billion”

Mr. Nguyen Tan Trieu, the former head of Vietcombank's An Giang branch, and three of his colleagues have been accused of negligence resulting in significant losses for the bank, totaling over VND 600 billion.

On July 12, 2024, the Investigation Police Agency of An Giang Provincial Public Security announced that it had issued decisions to prosecute and ban four individuals from leaving their residence. The accused are Nguyen Tan Trieu (born 1974, former Head of the Customer Division at Vietcombank, An Giang Branch); Liet Lam (born 1972, former Head of the Customer Division at Vietcombank, An Giang Branch); Quach Bao Nguyen (born 1978, former Deputy Head of the Customer Division at Vietcombank, An Giang Branch); and Vo Dan Van (born 1981, staff of the Customer Division at Vietcombank, An Giang Branch). They are charged with “Negligence causing serious consequences.” The accused reside in Long Xuyen City, An Giang Province.

According to the investigation results, from 2010 to 2014, the group of accused, who were leaders and staff of the Customer Division at Vietcombank’s An Giang Branch, failed to inspect and collect sufficient documents on loan usage by three companies: Joint Stock Company Viet An, Joint Stock Company Binh Minh Import-Export, and Limited Company Minh Giau. They signed off on the fulfillment of conditions for capital withdrawal, leading to a loss of over VND 600 billion for Vietcombank.

Specifically, Vo Dan Van’s actions caused a loss of over VND 272 billion to the bank; Nguyen Tan Trieu’s actions caused a loss of over VND 48 billion; Liet Lam’s actions caused a loss of over VND 181 billion; and Quach Bao Nguyen’s actions caused a loss of over VND 60 billion.

Previously, the Investigation Police Agency of An Giang Provincial Public Security had issued a decision to prosecute a case and 19 accused of “Fraudulent appropriation of property.” The accused included Luu Bach Thao and Ngo Van Thu (General Directors of Joint Stock Company Viet An); Nguyen Thanh Hung (Director of Joint Stock Company Binh Minh Import-Export); Truong Minh Giau (Director of Limited Company Minh Giau); Nguyen Viet Tuyen (former Director of Limited Company Viet Hung An Giang); and Luu Ba Phuc (Director of Limited Company Bach Phuc), along with accountants from these companies.

From 2010 to 2014, Joint Stock Company Viet An, Joint Stock Company Binh Minh Import-Export, and Limited Company Minh Giau signed multiple credit contracts for borrowing within the limit at Vietcombank’s An Giang Branch. To obtain the loans, Thao and Thu directed the creation of numerous fictitious documents to withdraw the borrowed capital from the bank. As of December 21, 2020, Vietcombank’s An Giang Branch had suffered a loss of over VND 600 billion in principal amount.

After the investigation, on July 10, 2023, the Investigation Police Agency of An Giang Provincial Public Security decided to separate the criminal case of “Violation of regulations on lending in the activity of credit institutions” that occurred at Vietcombank’s An Giang Branch.

On July 8, 2024, the Investigation Police Agency decided to change the decision to prosecute the case and issue a decision to prosecute the four individuals and a ban on leaving their residence. The decisions and orders have been approved by the People’s Procuracy of An Giang Province.
