Specifically, Nguyen Tan Trieu (born 1974), former Head of Customer Department; Liet Lam (born 1972), former Head of Customer Department; Quach Bao Nguyen (born 1978), former Deputy Head of Customer Department; and Vo Dan Van (born 1981), a Customer Department staff, were involved.
According to the investigation results, from 2010 to 2014, the above-mentioned individuals, during their work process, failed to inspect and collect sufficient documents regarding the use of loans by Vietnam An JSC, Binh Minh Import-Export JSC, and Minh Giau Co. Ltd. Instead, they signed off on the operational notices for eligible fund withdrawals, allowing Vietcombank An Giang Branch to disburse funds to these three companies. This led to a loss of over VND 600 billion for the bank.
Vo Dan Van’s actions caused a loss of over VND 272 billion to the bank, while Nguyen Tan Trieu’s actions resulted in a loss of more than VND 48 billion. Liet Lam’s actions caused a loss of over VND 181 billion, and Quach Bao Nguyen’s actions led to a loss of over VND 60 billion.
Previously, the Investigation Police Agency of An Giang Province had decided to initiate a criminal case and prosecute 19 defendants for “Fraudulent appropriation of property”. The defendants included: Luu Bach Thao, Ngo Van Thu (General Director of Vietnam An JSC); Nguyen Thanh Hung (Director of Binh Minh Import-Export JSC); Truong Minh Giau (Director of Minh Giau Co. Ltd.); Nguyen Viet Tuyen (former Director of Viet Hung An Giang Co. Ltd.); and Luu Ba Phuc (Director of Bach Phuc Co. Ltd.), along with other defendants who were accountants of these companies.
During the period of 2010-2014, Vietnam An Company, Binh Minh Import-Export Company, and Minh Giau Company signed multiple credit contracts for borrowing within the limit at Vietcombank An Giang Branch. To obtain disbursements according to the terms of the credit contracts, Thao and Thu directed the creation of numerous fictitious documents to be used as capital withdrawal documents at the bank. As of December 21, 2020, Vietcombank An Giang Branch had incurred a loss of more than VND 600 billion in principal amount.
After the investigation, on July 10, 2023, the Investigation Police Agency of An Giang Province decided to separate the criminal case of “Violation of regulations on lending in the activity of credit institutions” occurring at Vietcombank An Giang Branch.
On July 8, 2024, the Investigation Police Agency decided to change the decision to initiate a criminal case and issued a decision to prosecute the defendants and a ban on exiting the place of residence for Trieu, Lam, Nguyen, and Van on charges of “Negligence causing serious consequences”. These decisions and orders have been approved by the People’s Procuracy of An Giang Province.
