The Mega Project Owner’s Proposal: A $4 Billion Vision for Nam Hoi An with an Added Golf Course

The People's Committee of Quang Nam Province has recently directed the Department of Planning and Investment to take the lead in coordinating with relevant units to research and consider the proposal of Nam Hoi An Development Limited Company regarding the policy on developing an additional golf course within the Nam Hoi An Resort project.

On June 13, Nam Hoi An Company proposed to invest in the construction of an additional 18-hole golf course, covering an area of approximately 65 hectares within the project boundary, to the west of Vo Chi Cong road, in Binh Duong commune, Thang Binh district.

Of this, about 20 hectares have been cleared. The company is expediting land clearance in this area with the aim to complete it by 2024-2025.

According to the company, this will be the resort’s third golf course, located on wasteland with no irrigation system, making it difficult for agricultural cultivation, and with a relatively sparse population, making it suitable for the development of a golf course. This will not only continue the success and social-economic benefits of the existing Hoiana Shores Golf Club but also aligns with the province’s vision to develop tourism as per the master plan and the orientation to develop the new urban area of Duy Hai – Duy Nghia, with a target population of 25,000 people by 2025 and 35,000 by 2030.

The mega Nam Hoi An resort project spans an area of 985 hectares in Duy Xuyen and Thang Binh districts, Quang Nam province. With a total investment of 4 billion USD, the project is developed by Nam Hoi An Company and has been operating since it was granted an investment certificate by the People’s Committee of Quang Nam province in 2010.

The project is divided into seven phases, aiming to build and operate a 5-star complex of tourism, resorts, entertainment, culture, commerce, and services, including a 36-hole golf course (covering 143 hectares) developed in phases. This comprises an 18-hole golf course in phase 1 (77.4 hectares) and another 18-hole golf course (65.5 hectares) in phase 4.

According to the project owner, the 18-hole golf course in phase 1, named Hoiana Shores Golf Club, was completed and put into operation in Q2 2020, along with 5-star hotels including Hoiana Hotel and Suite, New World Hoiana Beach Resort, commercial and tourist apartment areas, a golf club, high-end restaurants, bars, shopping areas, swimming pools, etc.

These facilities have created diverse tourism products, combining resort tourism with golf, attracting many visitors and hosting numerous domestic and international events in the project area and Quang Nam province. Additionally, it has created jobs for nearly 3,000 laborers, mostly locals, and made significant contributions to the state budget.

Currently, Quang Nam has three golf courses – Hoiana Shores Golf Club, Montgomerie Links, and Vinpearl Golf Nam Hoi An, in addition to two golf courses in Danang – Ba Na Hills Golf Club and BRG Danang Golf Resort. Together, they have formed attractive golf tourism destinations in the region.

Furthermore, with Danang promoting golf tourism on an international scale, contributing to the diversification of tourism products, Quang Nam has been attracting a large number of tourists, especially high-spending ones, and increasing the average length of stay from 2-3 days to 5-7 days.

The company believes that golf tourism can help Quang Nam develop off-season tourism, especially in the last months of the year when it is no longer the peak season for domestic tourism. Moreover, the eastern region of the province boasts a long coastline, beautiful beaches, diverse landscapes, and a mild climate, making it very promising for the development of high-quality golf courses.

To support this perspective, the investor of the resort project referred to the approved master plan for Quang Nam province for the period of 2021 – 2030, with a vision towards 2050, which includes the development of approximately 10 golf courses that meet international standards for sports and high-end tourism in Tam Ky, Dien Ban, Nui Thanh, Thang Binh, Duy Xuyen, Dai Loc, and Nong Son.
