A Glimpse at the 39 Confiscated Villa Lots in Măng Đen

The once-promising villa project in Măng Đen, Kon Tum Province, now lies abandoned and overgrown. Construction on the villas was halted due to legal issues, leaving the site a desolate shell of what was intended.

An inspection conclusion report from the Kon Tum Provincial Department of Natural Resources and Environment revealed that there are still 39 cases in Kon Plong District where the local Department of Natural Resources and Environment issued notices for villa construction site introductions but have not completed the necessary procedures, and are now subject to retrieval.

Investigations found that out of these 39 cases, 26 did not have land allocation decisions and land-use right certificates but had already constructed buildings on the land.

In reality, out of these 26 villas, 6 have been completed and put to use, several have just finished plastering, and the rest are still in the early construction stages.

Along National Highway 24, there are two structures that have been abandoned after reaching the third floor due to violations.

Many temporary tents have been set up to guard the villas.

Regarding this retrieval, many households and individuals have submitted petitions and explanations for the reasons behind the violations.

According to Le Thanh Dien, Head of the Kon Plong District’s Department of Natural Resources and Environment, the retrieval and handling of 26 villas (out of the total 39 cases) that were built in violation of regulations face many difficulties due to historical factors from different periods.

“There are currently no regulations allowing the ‘supplementation of documents’ for these cases. According to the current regulations, urban land must be valued and put up for auction,” said Dien.

Previously, the Kon Tum Provincial Department of Natural Resources and Environment had announced inspection conclusions on land management and use in the fields of investment attraction in Kon Plong District, covering the period from the district’s establishment (in 2002) to the time of the inspection (mid-2023).

However, during the implementation process, due to a lack of thorough understanding of land laws, a number of limitations and shortcomings occurred.
