The beneficiaries of this policy are those whose land is revoked, including: 1) Household members and individuals eligible for support as per Clause 2, Article 109 of the Land Law and its detailed regulations (those with revoked agricultural land); and 2) Household members and individuals as per Clause 3, Article 109 of the Land Law (those with revoked business land).
These beneficiaries will be entitled to support in terms of vocational training and assistance in finding employment, both domestically and abroad under contracts. They will also receive support for taking loans to work abroad, with a validity period of 5 years from the date of the land revocation decision.
Vocational Training Support
Specifically, those with revoked land who participate in vocational training at the elementary level or for less than 3 months will receive support as per the Prime Minister’s regulations on policies for elementary-level and under-3-month vocational training support.
For those who pursue vocational training at the intermediate or college level, tuition support will be provided for one course. The supported tuition fee will be equivalent to the actual tuition fee charged by the vocational education institution, but it will not exceed the ceiling tuition fee for public vocational education institutions that have not yet achieved regular expenditure self-sufficiency, as stipulated by law.
Additionally, those with revoked land who enroll in elementary, under-3-month, intermediate, or college-level vocational training are eligible to borrow student loans. The borrowing procedure, including the borrowing method, amount, duration, interest rate, and required documents, shall follow the Prime Minister’s regulations on student credit policies.
Each beneficiary will only receive vocational training support once under this policy.
Domestic Employment Support
Beneficiaries whose land is revoked are entitled to: 1) Free career counseling and job referrals at employment service centers; and 2) Loans to support job creation, retention, and expansion from the National Employment Fund and other preferential credit sources as stipulated by law.
Support for Working Abroad under Contracts
Those with revoked agricultural or business land who go abroad to work under contracts will receive support as per the government’s regulations on policies to support laborers working abroad under contracts.
The financial support for working abroad under contracts is included in the training, career transition, and job search plan, and it is calculated as part of the investment cost of the project or the total cost of the compensation, support, and resettlement plan approved by the competent state agency.
Each beneficiary will only receive support for working abroad under a contract once under this policy.
Loan Support for Working Abroad under Contracts
Beneficiaries whose land is revoked can take out preferential loans from the Social Policy Bank to work abroad under contracts.
Loan requirements: Possess full civil act capacity; have signed a contract with a service company or an organization that sends laborers to work abroad under contracts; be registered as a permanent resident in the area where the Social Policy Bank handles loan procedures for beneficiaries; and provide loan security as stipulated by law for loans exceeding VND 100 million.
The maximum loan amount covers 100% of the cost of going abroad to work, as stipulated in the contract signed between the laborer and the service company or organization that sends laborers to work abroad under contracts.
The interest rate for these loans is equivalent to the interest rate for loans to poor households, as determined by the Prime Minister for each period. The interest rate for overdue debts is 130% of the borrowing interest rate.
The maximum loan term is equivalent to the term of the contract for sending Vietnamese laborers to work abroad, excluding the contract extension period.
