The government has recently issued Decree No. 101/2024/ND-CP, providing regulations on land surveys, land-use right certification, ownership certification for assets attached to the land, and the land information system.
Decree No. 101/2024/ND-CP stipulates that the time limit for issuing land-use right certificates and ownership certificates for assets attached to the land for the first time shall not exceed 03 working days.

The Decree provides specific regulations on land and asset registration. Accordingly, the initial registration of land and assets attached to the land shall include the following information:
Information about the land user, owner of assets attached to the land, or the person assigned to manage the land, including their name, personal or legal identification documents, and address;
Information about the land plot, including plot number, map number, address, area, land type, form of land use, origin of land use, and other relevant information; information about assets attached to the land, including type of asset, address, construction area, floor area, form of ownership, duration of ownership, and other relevant information;
Requirements for registering land-use rights, ownership of assets attached to the land, or management rights, as well as for issuing certificates for the aforementioned rights;
Any other requests from the land user, owner of assets attached to the land, or the person assigned to manage the land that are in accordance with land-related laws and regulations (if any).
Receiving Applications and Returning Results for Land and Asset-Attached Registration Procedures
The authorized agencies for receiving applications and returning results are as follows: The One-Door Division as stipulated by the People’s Committee at the provincial level for implementing the receipt of applications and returning of results for administrative procedures at the provincial, district, and communal levels; The Land Registration Office; and The Branch of the Land Registration Office.
Applicants have the option to submit their applications through the following methods: In-person submission at the designated agencies; Submission via postal services; Submission at a location agreed upon between the applicant and the Land Registration Office or its branch; Online submission through the National Public Service Portal or the Provincial Public Service Portal.
Issuing Initial Land-Use Right Certificates Within 03 Working Days
According to the Decree, the time frames for implementing the procedures for registering land and assets attached to the land, as well as issuing land-use right certificates and ownership certificates for assets attached to the land, are as follows:
Initial registration of land and assets attached to the land shall not exceed 20 working days; Issuing land-use right certificates and ownership certificates for assets attached to the land for the first time shall not exceed 03 working days.
For registration of changes in land and assets attached to the land, as well as issuing relevant certificates, the time frames are as follows:
In cases of converting agricultural land-use rights without following the field consolidation and land exchange plan, or in cases of transferring, inheriting, or donating land-use rights and ownership of assets attached to the land, or contributing capital with land-use rights and ownership of assets attached to the land, the time frame is no more than 10 working days.
For the sale or contribution of capital with assets attached to the land that are leased by the State on an annual land rent basis, the time frame is no more than 10 working days, excluding the time for land price determination and signing of the land lease contract.
For leasing or subleasing land-use rights within a project for building and trading infrastructure, the time frame is no more than 05 working days.
For canceling the registration of leasing or subleasing land-use rights within a project for building and trading infrastructure, the time frame is no more than 03 working days.
