This is one of the new areas and items that the Market Management Force inspects and handles in the field of e-commerce.
Suspected of introducing products as car screens branded Oledpro sold on the Shopee e-commerce platform under the name “Oledpro Screen Warehouse”, the e-commerce team quickly verified the business address of this account.
The e-commerce inspection team from the General Department of Market Management arrived at No. 22 Cau Dat Street, Chuong Duong Ward, Hoan Kiem District, Hanoi to inspect the compliance with laws in the production and business of goods and services of Mr. Ng.C.Ph, born in 1998 in Ha Nam. This address is a building, and Mr. Ph rents a room to store and trade goods.
However, after six hours of presence at the inspection site, the door of the goods storage area remained closed, with the power turned off and the door locked from the inside, despite the Inspection Team’s persuasive words and the landlord’s constant urging to allow the inspection.
At 8 PM on the same day, when Mr. Ng.C.Ph – the owner of the facility arrived and gave instructions, the subjects cooperated and opened the door for the Inspection Team to perform their assigned tasks.
After announcing the inspection decision and explaining the contents related to the compliance with the law in the production and business of goods and services, the owner of the facility and his employees cooperated with the Inspection Team to carry out the inspection contents according to the issued decision.
At the time of the inspection, the functional force confirmed that Mr. Ng.C.Ph was doing business as a household business but did not yet have a Certificate of Business Registration as prescribed.
Mr. Ph’s facility mainly trades in car-branded screens and cameras, Oledpro and X7 Metal Shell. However, the label does not show the origin of the goods; does not show the organization or individual responsible for the goods; there are no invoices or documents proving the origin and origin of the goods.
In fact-checking, the Inspection Team recorded 34 car screens of the brands Oledpro X4s, Oledpro X8s, Oledpro A5, Oledpro seri X4, and Oledpro seri X5s and 95 car cameras branded X7 Metal Shell. The lot is valued at over 130 million VND according to the listed price. The entire quantity of goods does not have invoices or documents and is of unclear origin.
Working with the Inspection Team, Mr. Ph admitted that the facility bought the entire quantity of goods floating on the market, without invoices or documents, of unclear origin, and he did not know the full name and address of the seller.
Regarding the inspection of compliance with the provisions of e-commerce law, Mr. Ph denied owning the account httpss://shopeee.vnn/gbtechh_tongkhomanhinholedpre, which the Inspection Team detected signs of violation, while stating that he owned the account https://shopee.vn/nguyencongphan12?is_from_login=true.
Soon after, the e-commerce team determined that Mr. Ph personally used the Shopee account link with the name DC Auto 9, with over 5,000 followers, to sell Oledpro car screen and dashboard camera products.
In addition to selling on the Shopee e-commerce platform, a large quantity of goods is directly traded at No. 22 Cau Dat Street, Chuong Duong Ward, Hoan Kiem District, Hanoi.
The Inspection Team proceeded to temporarily seize and seal the entire quantity of goods mentioned above for handling according to regulations.
At the same time, the Inspection Team issued an Administrative Violation Record to Mr. Ng.C.Ph for the acts of: Failing to register the establishment of a household business in cases where registration is required; Trading in goods of unknown origin.
The Inspection Team requested the Director of the Market Management Profession Department to issue a decision to temporarily hold the entire quantity of goods mentioned above and transfer them to the Department’s warehouse of exhibits for preservation.
At the same time, the e-commerce team continues to investigate, verify and work with the Shopee e-commerce platform to determine the relationship between Mr. Ng.C.Ph and the account “Oledpro Screen Warehouse”, which he denied, as a basis for handling according to regulations.
