The upcoming appeal trial of the “Abuse of trust to appropriate property” case is expected to take place on August 20, with Mr. Tran Qui Thanh and his daughter, Tran Uyen Phuong, filing appeals. Mr. Thanh is seeking a reduced sentence, while Ms. Phuong is hoping for a suspended sentence.
In addition, three victims and several related individuals have also filed appeals.

Previously, in April 2024, the Ho Chi Minh City People’s Court sentenced Mr. Tran Quí Thanh to eight years in prison and his daughters, Tran Uyen Phuong, and Tran Ngoc Bich, to four and three years in prison, respectively, with Ms. Bich receiving a suspended sentence.
Regarding civil matters, as the victims requested the cancellation of contracts notarized by competent authorities and the repayment of loans made by Mr. Thanh and his daughters, the Ho Chi Minh City People’s Court ordered Ms. Dang Thi Kim Oanh to repay more than VND 235 billion, Mr. Lam Hoang Son to repay VND 115 billion, Mr. Tran Huy Dong to repay VND 78.4 billion, and Mr. Nguyen Van Chung to repay VND 34.7 billion to Mr. Thanh and his daughters to retrieve their appropriated assets.
According to the first-instance verdict, from 2019 to 2020, through several intermediaries, Mr. Tran Quí Thanh and his daughters provided loans to several businesses and individuals. Instead of creating standard loan contracts with collateral, they forced the borrowers to sign project and share transfer contracts, as well as real estate transfer contracts, with values much lower than the actual worth of the assets.

To establish trust with the victims and disguise the nature of the loans, Mr. Thanh and his daughters signed “commitments to resell,” legitimized interest payments with receipts for deposits to repurchase projects and real estate, and made promises to return the assets upon full repayment of the principal and interest.
Following Mr. Thanh’s instructions, his daughters, Tran Uyen Phuong, and Tran Ngoc Bich, received the transferred assets. The group then quickly initiated procedures to change the ownership and gain control over the appropriated assets.
When the borrowers fulfilled their obligations to repay the principal and interest as agreed upon, Mr. Thanh and his family refused to accept the repayment, citing reasons such as the borrowers violating the contract terms and losing their repurchase rights. They also created other obstacles, such as demanding additional payments or refusing to accept partial repayments, insisting on full repayment of the principal.
Using this scheme, from January 2019 to November 2020, Mr. Tran Quí Thanh and his accomplices committed four acts of “abuse of trust to appropriate property” involving four victims. The appropriated assets include two projects in Dong Nai owned by Ms. Dang Thi Kim Oanh, 29 land plots in Binh Tan District owned by Mr. Nguyen Van Chung, four land plots in Thu Duc City owned by Mr. Lam Hoang Son, and two land plots in Binh Tan District owned by Mr. Nguyen Huy Dong.
