The City’s Largest Park: A Tale of Revival and New Beginnings

The Saigon Safari Park in Cu Chi District, Ho Chi Minh City, is a visionary "super park" project spanning over 456 hectares. After lying abandoned for years, the land has sparked new interest with the district committee proposing a shift towards high-tech industrialization, while the Construction Department advocates for the continuation of the park's development.

The Saigon Safari Park, located in Cu Chi District, Ho Chi Minh City, approximately 50 km from the city center, is the largest park project in the city. The project covers an area of over 456 hectares (4.56 sq km, equivalent to 5/6 of District 1) and has a total investment of about $500 million.

To execute this project, in 2004, the Ho Chi Minh City People’s Committee decided to reclaim the land. Simultaneously, the city handed over the site to the investor, Thao Cam Vien One-Member Co. Ltd., and the People’s Committee of Cu Chi District to proceed with compensation and resettlement for over 700 households in An Nhon Tay and Phu My Hung communes, Cu Chi District.

After years of approval and multiple investor changes, the Saigon Safari site remains dormant. In 2022, FLC Group proposed investing in the park with five subdivisions: a comprehensive service area, a 5-star resort and hotel, an open zoo, a safari zone, and a comprehensive entertainment park. However, there have been no further developments.

Additionally, the area is covered with lush vegetation, so locals utilize this wilderness for grazing livestock such as buffaloes, cows, and geese. It is a common sight to see herds of cattle grazing along the project site.

It is known that the delay in the construction of the Saigon Safari Park project is due to prolonged complaints related to compensation and clearance. Moreover, lands that have been agreed upon for clearance are left abandoned for years, leading to reoccupation.

At the same time, the idleness of nearly 450 hectares of land also affects the socio-economic life of the people in the surrounding area. Specifically, they are unable to cultivate or farm on these lands to generate economic value.

Additionally, the project includes infrastructure for a resettlement area in An Nhon Tay commune, Hoc Mon district, to accommodate the resettlement needs of the affected households. The construction of this resettlement area was initiated by Cu Chi district in 2019, but the housing infrastructure is yet to be built.

According to the approved plan, this infrastructure project covers an area of 18 hectares, comprising 275 resettlement land plots. The total investment for the first phase is over VND 177 billion. Currently, these plots are overgrown with vegetation.

The Saigon Safari Park resettlement infrastructure project has only completed items such as road systems, lighting infrastructure, sidewalk construction, and tree planting.

According to the plan, upon completion, this place will be the largest eco-tourism site in the country, meeting the entertainment, sightseeing, and service needs of the people. Additionally, it will serve as a venue for the display, preservation, research, conservation, and propagation of rare flora and fauna of Vietnam and the world.

In 2021, the People’s Committee of Cu Chi district proposed converting the function to a high-tech industrial park. This change in exploitation form was expected to attract investors and optimize land resources. However, in January of this year, the Ho Chi Minh City Department of Construction included Saigon Safari Park in the list of six new parks to be constructed.
