Penalties for Long Bien District Condo Project Owner Causing Sidewalk Subsidence and Road Cracks

The construction project for the apartment complex in Long Bien Ward, Long Bien District, Hanoi, has hit a snag. Delux Hanoi Construction and Trading Company Ltd., the project investor, has been fined VND 180 million by the Long Bien District People's Committee for causing pavement subsidence and road cracks in the area.

The CT2 Construction Project involves the development of a high-rise residential building by Delux Hanoi Construction and Trading Co., Ltd. in Long Bien Ward, Long Bien District, Hanoi. The project, which includes the construction of Eco1, Eco2, Eco3, and Eco4 towers (divided into two clusters: Eco1 & 2, and Eco3 & 4), was granted a construction permit by the Hanoi Department of Construction (permit number 04/GPXD, issued on February 22, 2024). The approved plan includes 16 floors, two basement levels, and a technical penthouse.

However, during the construction of the basement levels, the project encountered issues with subsidence and cracking of sidewalks, as well as road damage.

In an interview with the press, Mr. Ngo Tuan Ngoc, Vice Chairman of Long Bien Ward, stated that the Ward’s Construction Order Management Team had issued an administrative violation notice to Delux Hanoi Construction and Trading Ltd. Co. for organizing construction in violation of regulations on construction quality management. The specific violations include subsidence and cracking of sidewalks along Co Linh Street and the road leading to Tu Dinh residential area (organizations 5 and 7), infrastructure damage on Tran Dang Khoa Street, and asphalt road cracking on Co Linh Street.

The project developer caused sidewalk subsidence and road damage during construction, resulting in a VND 180 million fine imposed by the People’s Committee of Long Bien District.

As the Ward Chairman does not have the authority to impose fines, on July 29, the People’s Committee of Long Bien Ward transferred the violation dossier of Delux Hanoi Construction and Trading Ltd. Co. to the People’s Committee of Long Bien District for handling according to their jurisdiction.

According to the leadership of the People’s Committee of Long Bien Ward, the People’s Committee of Long Bien District fined Delux Hanoi Construction and Trading Co., Ltd. VND 180 million for their violations.
