On August 5, the Inspection Committee of the Dong Nai Provincial Party Committee announced the results of its 40th and 41st meetings.
Accordingly, the Inspection Committee considered the responsibility and proposed disciplinary action against party members with violations and shortcomings as concluded in Inspection Conclusion No. 44/KL-TT dated April 8, 2022, by the Provincial Inspectorate on the comprehensive inspection of the Binh Da Residential Area project in Binh Da Ward, Bien Hoa City, with Binh Da Housing Development Joint Stock Company as the investor.

As a result, the Inspection Committee proposed that the Provincial Party Committee’s Standing Committee and the Provincial Party Committee consider and discipline Mr. Nguyen Kim Long, a Provincial Party Committee member, Secretary of the Party Committee, and Chief of Office of the Provincial People’s Committee (former Assistant to the Chairman of the Members’ Council and Chairman of the Members’ Council of Dong Nai Food Industry Corporation – Dofico) according to their competence.
Trinh Tuan Liem, former member of the Provincial Party Committee, former Director of the Department of Transportation, former Secretary of the City Party Committee, and former Chairman of Bien Hoa City’s People’s Committee
Nguyen Tuan Anh, a Provincial Party Committee member, Secretary of the Party Group, Secretary of the Party Branch, and President of the Provincial Farmers’ Association (former Head of the Planning Division under the Department of Natural Resources and Environment)

Previously, in late 2022, the Investigation Police Agency of Dong Nai Provincial Police decided to initiate a criminal case for “Violation of land management regulations” at the Binh Da Residential Area project.
Accordingly, the Investigation Police Agency of Dong Nai Provincial Police decided to initiate a criminal case for “Violation of land management regulations”, as prescribed in Clause 3, Article 174 of the 1999 Penal Code (amended and supplemented in 2009), which occurred at the Binh Da Residential Area project.
According to the previous conclusion of the Dong Nai Provincial Inspectorate, during the implementation of the Binh Da Residential Area project, Dong Nai Food Industry Corporation (Dofico) committed many violations in land leasing, lease extension, and capital contribution to establish Binh Da Housing Development Joint Stock Company (Bidaco)
Bien Hoa City People’s Committee violated the agreement on the location; the People’s Committee of Dong Nai Province decided on the investment policy contrary to regulations.
Specifically, the People’s Committee of Dong Nai Province decided to revoke 22,977 m2 of land managed by Dofico and agreed to hand over the entire above area to Bidaco to implement the Binh Da Residential Area project without land use right auction, violating Point a, Clause 1, Article 118 of the 2013 Land Law, and showing signs of the crime of “Violation of land management regulations”
The Dong Nai Provincial Inspectorate also identified eight units related to the violations, including the People’s Committee of Dong Nai Province, the People’s Committee of Bien Hoa City, the Departments of Natural Resources and Environment, Finance, and Construction, the Office of the People’s Committee of Dong Nai Province, Dofico, and Dong Nai Valuation Joint Stock Company.
Regarding personal responsibility, the Dong Nai Provincial Inspectorate identified 12 related individuals, including three Vice Chairmen of the People’s Committee of Dong Nai Province, namely Mr. Vo Van Chanh (retired), Mr. Tran Van Vinh (retired), and Mr. Tran Minh Phuc (retired)
Regarding land allocation, they include Mr. Nguyen Thi Le Hong, General Director of Dofico (retired); Mr. Le Viet Hung, Director of the Department of Natural Resources and Environment (retired and temporarily detained on January 25 related to the Phuoc Thai Residential Area case); Mr. Nguyen Luc Hoa, Chief of Office of the Provincial People’s Committee (retired); and Mr. Vo Van Chanh.
