The Deputy Prime Minister emphasized that this is a very challenging and complex issue, but it is of great importance in unlocking a huge source of resources from the state, businesses, and people to serve economic and social development.

The violations related to projects and land issues mentioned in the inspection and audit conclusions and court rulings in some provinces and cities are associated with historical factors, changes in policies and laws over different periods, and violations in state management. Many of these violations cannot be resolved or addressed without specific mechanisms and policies.

“Removing obstacles and difficulties related to projects and land issues in inspection and audit conclusions and court rulings in some provinces and cities is a crucial step towards resolving similar project and land issues across the country,” said the Deputy Prime Minister.

The delegates provided feedback and suggestions on the draft implementation plan, the reorganization of the working group, and the tasks assigned to each ministry, sector, and locality as directed by the Politburo.

Asserting that Ho Chi Minh City will complete the assigned tasks according to the plan, Chairman of the Ho Chi Minh City People’s Committee, Phan Van Mai, expressed his hope for the early issuance of a decree amending multiple decrees by the Government and the approval of a resolution by the National Assembly on special mechanisms and policies for projects and land issues with violations as directed by the Politburo. He also requested the inspection, prosecution, and judiciary agencies to promptly issue conclusions for specific projects.

Concluding the meeting, the Deputy Prime Minister emphasized the need to strictly follow the Politburo’s directives on addressing long-standing obstacles and difficulties related to projects and land issues in inspection and audit conclusions and court rulings in some provinces and cities. “This is an urgent task that must be carried out with the utmost responsibility,” he said.

The Deputy Prime Minister requested the Government Inspectorate to take on board the feedback and report to the Prime Minister regarding the reorganization and supplementation of the working group members. He also instructed the ministries, sectors, and localities to closely follow the content, requirements, and tasks as directed by the Politburo.

The provinces and cities, within their assigned authority and with the support, guidance, and participation of the ministries and sectors, are tasked with proactively removing obstacles and difficulties related to projects and land issues mentioned in the inspection and audit conclusions and court rulings. They are also responsible for reviewing and reporting on similar projects and land issues to the competent authorities for consideration and handling.

By August 15, the ministries of Natural Resources and Environment, Planning and Investment, Construction, Finance, the State Bank of Vietnam, and Justice, among others, are required to complete the review of difficulties and obstacles in their respective areas of management (land, planning, bidding, auction, citation, and application of case law…) in the process of resolving projects and land issues mentioned in the inspection and audit conclusions and court rulings. Based on this review, they are to propose and report to the working group, the Prime Minister, and the Government on the necessary amendments and supplements to mechanisms and policies within their specialized management authority, as well as those under the authority of the Prime Minister, the Government, and the National Assembly.

During September 2024, the ministries, sectors, and localities are to issue legal documents (circulars, standards, and resolutions of the People’s Councils, and decisions of the People’s Committees) to remove obstacles for projects and land issues mentioned in the inspection and audit conclusions and court rulings. They are also responsible for submitting decrees, decisions, and other documents to the Government and the Prime Minister for approval, as per their authority.

The Ministry of Justice, in coordination with the specialized ministries, is assigned to draft and submit to the National Assembly a resolution on special mechanisms and policies to address obstacles and difficulties related to projects and land issues mentioned in the inspection and audit conclusions and court rulings.
