In his conclusion speech at the conference, the Prime Minister pointed out that the development process of the Southeastern region over the past time has faced several challenges and difficulties. The region’s economic growth in the first six months reached only 5.58%, lower than the national average, and higher only than the Central Highlands region (3.86%).

The Prime Minister attributed this to slow growth models, weak transformation of the region’s growth drivers, and the lack of sustainability in the quality of economic growth. He also noted the limited resilience of the regional economy, with the industry, one of its three pillars, not developing sustainably. In addition, there are still bottlenecks in the region’s business and investment environment, and ineffective regional linkage.

Moving forward, Prime Minister Pham Minh Chinh instructed the ministries, sectors, and localities to proactively and actively complete the assigned tasks with quality, as directed by the Government’s resolutions and the decisions of the Chairman of the Region Coordination Council. They should also closely follow the situation and provide timely policy feedback.

The Prime Minister suggested focusing on promoting the three traditional growth drivers (investment, export, and consumption) and fostering new growth drivers (digital transformation, green transition, circular economy, sharing economy, knowledge-based economy, semiconductors, hydrogen, and artificial intelligence).

Additionally, the localities in the region should prioritize accelerating the disbursement of public investment capital, promoting innovation and the application of science and technology, and the Fourth Industrial Revolution, with a focus on emerging industries. Attention should also be given to high-quality human resources training.

Regarding specific tasks, the Prime Minister requested the Ministry of Planning and Investment to soon hold a conference to review the two-year implementation of the Politburo’s resolutions on the socio-economic development of the regions and, on that basis, advise the Prime Minister to issue a directive on regional development.

The ministries, sectors, and localities were also urged to promptly complete the assigned tasks regarding regional and inter-regional projects, such as the International Financial Center in Ho Chi Minh City, the Free Trade Center in Ba Ria-Vung Tau, and the connecting road systems.

Especially, the Prime Minister assigned the People’s Committee of Ho Chi Minh City to take the lead and submit to the National Assembly the superior mechanisms and policies for the Ho Chi Minh City Ring Road 4 project at the Council’s session in November 2024.

The localities were also asked to promptly complete the following procedures for the Ho Chi Minh City-Moc Bai, Chon Thanh-Gia Nghia, and Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressways, aiming to start construction on the occasion of April 30, 2025.

The Prime Minister also suggested continuing to study, review, amend, integrate, and implement mechanisms and policies, including those on resource mobilization for infrastructure investment, especially expressways and national highways.
