On August 10, Prime Minister Pham Minh Chinh attended and delivered a speech at the opening ceremony of Package 9 of the project for the construction of the road connecting Tran Quoc Hoan and Cong Hoa streets (a project linking Terminal T3 of Tan Son Nhat International Airport), Tan Binh District, Ho Chi Minh City.

In his speech, the Prime Minister stated that the project for the road connecting Tran Quoc Hoan and Cong Hoa streets in Tan Binh District, Ho Chi Minh City, is a national key project. This is because it is a project that integrates with the T3 terminal of Tan Son Nhat International Airport. The project was commenced in December 2022, and Ho Chi Minh City has now opened the tunnel – Package 9 (the tunnel connecting Tran Quoc Hoan and Phan Thuc Duyen intersection) and continues to launch a 130-day campaign to complete the entire project by December 31 this year.

The head of the government commended the efforts and determination of the Party Committee, authorities, and people of Ho Chi Minh City in implementing the project, especially the sacrifice of the people who gave up their homes for the city’s common project.

“We also applaud the offensive spirit of having only a working table and no retreating table. This project is linked to the T3 terminal project of Tan Son Nhat International Airport, and the two projects are closely related, ensuring the synchronous and effective operation of the T3 terminal, contributing to reducing traffic on other routes leading to Tan Son Nhat International Airport,” said Prime Minister Pham Minh Chinh.

Regarding the implementation of key projects, the Prime Minister stated that the most challenging issue at present is land clearance, as this is where people make a living. When implementing projects, it is necessary to ensure the development of transport infrastructure while also guaranteeing a stable life for people in their new places of residence, with harmonious interests, equal to or better than their previous locations.

“I would like to thank the people who have given up their land for this project, allowing it to be completed ahead of schedule. I highly appreciate Ho Chi Minh City’s efforts in completing the project three months ahead of schedule, which is a significant achievement of the city’s authorities, people, and businesses. Furthermore, Ho Chi Minh City has done a good job in resettlement by arranging for resettlement near the project,” said the Prime Minister.

In this spirit, the head of the government requested Ho Chi Minh City to be more determined, including in disbursing public investment capital and unlocking existing resources, contributing to creating new development space and value. Especially in reducing travel time, logistics costs, increasing the competitiveness of goods, and improving investment efficiency.

“Based on the success of this project, I propose that Ho Chi Minh City draw lessons to implement the following projects, creating a foundation for rapid and sustainable development. Especially in maintaining the progress of the project to connect Tran Quoc Hoan and Cong Hoa streets, in the spirit of ‘only discussing doing, not discussing retreating’, overcoming all challenges,” directed Prime Minister Pham Minh Chinh.

Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Transport Authority (the project investor), said that the project to connect Tran Quoc Hoan and Cong Hoa streets (Tan Binh District) has a total investment of approximately VND 4,848 billion. The project is 4 kilometers long and has six lanes.

Specifically, Package 9 (construction of the Tran Quoc Hoan – Phan Thuc Duyen underground tunnel) has a total value of VND 200 billion and a total length of 600 meters, with a cross-section of 9 meters (two lanes).

According to Mr. Phuc, Package 9 was challenging to construct due to complex geology and numerous underground water veins. Additionally, the project was executed in the gateway area of Tan Son Nhat International Airport, with dense traffic.

“Along with the completion and opening of Package 9, the Ho Chi Minh City Transport Authority, together with consulting supervision units and contractors of the remaining packages of the project, have jointly launched a 130-day campaign to accelerate construction progress, complete and open the entire route by December 31, 2024, ready to serve Terminal T3 when it is put into operation,” said Luong Minh Phuc.
