The Ho Chi Minh City People’s Committee and the provinces of Ba Ria-Vung Tau, Dong Nai, Binh Duong, and Long An have proposed ten special mechanisms and policies to facilitate the construction of the Ho Chi Minh City Ring Road 4.

Previously, the Ho Chi Minh City People’s Committee coordinated with the Ministry of Transport and the provincial People’s Committees to propose special mechanisms and policies for the entire Ring Road 4 project. These proposals aim to seek approval from the competent authorities for implementation.

Specifically, they suggested that the Prime Minister assign the provincial People’s Committees as managing authorities and allow them to use local budgets and other legal capital sources to invest in the Ring Road 4 project. They also requested permission to use local budgets to support other localities in implementing public investment activities for inter-provincial projects, such as the Thu Bien Bridge between Dong Nai and Binh Duong provinces.

They proposed that the central budget support the provinces of Binh Duong, Dong Nai, and Ba Ria-Vung Tau with 50% of the total budgeted capital for the project. Long An province, however, requested support for 75% of the total budgeted capital.

The proposal also included a request to allow the proportion of state capital participating in the project to not exceed 70% of the total investment capital.

The Ring Road 4 project is of great significance to the socio-economic development of the Eastern Southern provinces, a key economic region in the South. It will enhance inter-regional connectivity, facilitate goods transportation, and reduce logistics costs.

However, the localities are facing challenges and obstacles in the process of studying and finalizing the necessary documentation.

The proposal seeks permission for the People’s Committees of Ba Ria-Vung Tau, Dong Nai, Binh Duong, and Long An provinces to approve adjustments to the master plans for functional areas, urban master plans, and sectoral planning for technical infrastructure. These adjustments would be made to the master plans for construction of functional areas and urban areas that have already been approved by the Prime Minister.

It is proposed that the total investment value of the Ring Road 4 projects in each locality be allowed to be carried over to the medium-term public investment plan for 2026-2030 without being added to the total investment of the programs and projects to be implemented in the subsequent medium-term investment plans of each locality.

For the section of Ring Road 4 under the National Assembly’s competence for investment decision-making (the section under the management of the People’s Committee of Long An province), it is proposed that the National Assembly authorize the Prime Minister to decide on the investment policy for the project.

The procedures, order, and authority for appraisal and investment decision-making for the component projects shall be similar to those for Group A projects, in accordance with the regulations on public investment for the section located in Long An province.

Within two years from the adoption of the National Assembly resolution on Ring Road 4, the proposal requests that the head of the competent authority be allowed to consider and decide on the application of direct appointment in the implementation process of the project for consulting packages, packages serving the relocation of technical infrastructure, and packages for compensation, support, and resettlement. The procedures for implementing direct appointment shall comply with the provisions of the law on bidding.

In addition, Ho Chi Minh City and the provinces also proposed mechanisms for mineral exploitation for common construction materials and for management of the work and capital settlement after investment.

In the document, the Ho Chi Minh City People’s Committee proposed that the Prime Minister approve the policy of issuing a resolution by the National Assembly on special mechanisms and policies for the construction of Ring Road 4 projects to overcome difficulties and speed up the progress of the project.

It was also proposed that the Ho Chi Minh City People’s Committee coordinate with the provinces and the overall project consulting unit to study and build special mechanisms and policies applicable to the construction of Ring Road 4 projects. These mechanisms and policies are expected to be submitted to the competent authorities for decision in August 2024.

The Ho Chi Minh City People’s Committee also proposed that the Prime Minister assign the Ministry of Planning and Investment to coordinate with the Ministry of Transport and relevant ministries and sectors to appraise and report to the Prime Minister in September. The goal is to submit the proposal to the National Assembly for approval at the end of 2024.
