The meeting was attended by comrades of the Party Central Committee: Vice President of the National Assembly Nguyen Khac Dinh, Vice President of the National Assembly, Senior Lieutenant General Tran Quang Phuong; Vice President of the National Assembly Nguyen Thi Thanh; Secretary General of the National Assembly and Chief of the National Assembly Office Bui Van Cuong, and members of the Standing Committee of the National Assembly, who are Chairmen of the Council Ethnic, Chairmen of the Committees of the National Assembly, and Heads of the Committees under the Standing Committee of the National Assembly.
Also present at the meeting were representatives of the Ethnic Council and the Committees of the National Assembly, the Committees under the Standing Committee of the National Assembly, leaders of the Office of the National Assembly, and the Secretariat of the National Assembly.
In his opening remarks, Chairman of the National Assembly Tran Thanh Man stated that this was the 5th thematic meeting on legislation held since the beginning of the 15th term of the National Assembly.
Emphasizing the increasing legislative tasks of the National Assembly and the growing number of laws, many of which are complex and challenging, the Chairman highlighted the importance of organizing this thematic meeting to provide opinions on the explanation, acceptance, and amendment of 10 out of 11 draft laws that were discussed for the first time at the 7th session. These laws include: Law on Geology and Minerals; Law on Amendment and Supplementation of Several Articles of the Pharmaceutical Law; Law on Trade Unions (amended); Law on Prevention and Control of Human Trafficking (amended); Law on Notarization (amended); Law on Cultural Heritage (amended); Law on Urban and Rural Planning; Law on Fire Prevention, Fighting, and Rescue; Law on Value-Added Tax (amended); and Law on Juvenile Justice.
The Chairman of the National Assembly pointed out that the 10 draft laws reviewed by the Standing Committee of the National Assembly at this meeting cover various fields of particular interest to public opinion and have a significant impact on people and businesses. These include the Law on Trade Unions (amended), the Law on Value-Added Tax (amended), the Law on Cultural Heritage (amended), the Law on Urban and Rural Planning, and the Law on Fire Prevention, Fighting, and Rescue.
During the 7th session, more than 200 opinions were expressed and debated in the hall, and over 900 opinions were contributed by the groups providing feedback on the draft laws. The Chairman emphasized that these were very responsible and dedicated opinions from the National Assembly deputies. The drafting agencies have maximally absorbed and provided explanations and amendments to the draft laws.
The Chairman of the National Assembly requested that the delegates at this meeting thoroughly study and clearly report on which issues have been accepted and which have not, along with the reasons for any disagreements between the reviewing and drafting agencies. He emphasized that even a small opinion from a deputy should be listened to and thoroughly explained and accepted. The Chairman also stressed the importance of adhering to the Politburo’s regulations on controlling power and preventing corruption and negative practices in law-making.
He requested that the members of the Standing Committee of the National Assembly and the delegates attending the meeting express their objective and candid views, not avoiding sensitive issues or those prone to policy exploitation.
Immediately after the opening speech by the Chairman of the National Assembly, under the direction of Vice President of the National Assembly, Senior Lieutenant General Tran Quang Phuong, the Standing Committee of the National Assembly provided opinions on the explanation, acceptance, and amendment of the draft Law on Geology and Minerals.
Chairman of the National Assembly Signs Land Law (Amendment) Certificate
The Land Law (amendment) was passed by the National Assembly during its 5th extraordinary session of the 15th legislature. Following the session, in accordance with the Law on Promulgation of Legal Normative Documents, the relevant agencies conducted a technical review of the text. The President of the National Assembly, Vương Đình Huệ, has authenticated the Law in accordance with regulations.
