There are currently two types of certificates that are commonly used by citizens: the Land Use Right Certificate (also known as the “red book”) and the Land Use Right and Ownership Certificate of Houses and Other Assets Attached to Land (known as the “pink book”).
However, from August 1, 2024, the Ministry of Natural Resources and Environment has officially issued a new certificate called the “Land Use Right and Ownership Certificate of Assets Attached to Land.”
The new certificate, “Land Use Right and Ownership Certificate of Assets Attached to Land,” consists of a single sheet with two pages, printed on a background of Dong Son drum pattern, in lotus pink color, measuring 210 mm by 297 mm. It features the National Emblem, the Country’s name, the words “Land Use Right and Ownership Certificate of Assets Attached to Land,” the certificate’s serial number consisting of two Vietnamese letters and eight digits, a QR code, and a note section for the certificate holder.

Unprecedented Plan: Over 22,000 Homes in Ho Chi Minh City to be Granted Land Titles
Before the plan was implemented, there were still over 81,000 commercial houses in Ho Chi Minh City that had not been granted pink books. With the implementation of the plan, this process has been expedited and by the end of 2023, over 22,000 houses will have been granted pink books.
