In relation to the irregularities in the project on managing agricultural and forestry land of state-owned enterprises, on August 13, the People’s Committee of Lam Dong province requested the Director of the Department of Natural Resources and Environment to conduct a review and organize a serious inspection, clearly defining the roles and responsibilities of each individual involved, in accordance with Conclusion No. 85/KL-TTr dated March 25, 2024, of the provincial Inspectorate.
The Conclusion No. 85 of the Inspectorate clearly states that the Center for Science and Technology Development Support under the Hanoi University of Mining and Geology did not base its unit prices on state regulations when using materials for the demarcation of agricultural and forestry land.
Specifically, the Center charged VND 2.27 million/m2, while the unit price according to the announcement of building material prices as of October 15, 2021, was only VND 98,000/m2. This resulted in a difference of nearly VND 2.17 million/m2, or more than 23 times the announced price.
This led to a budget overrun of nearly VND 18.9 billion for the demarcation work, creating loopholes for contractors to benefit from the implementation of the project.
According to our sources, at the end of June, the Department of Natural Resources and Environment of Lam Dong province held a meeting to inspect and handle the responsibilities of three officials mentioned in Conclusion No. 85 of the provincial Inspectorate.
Specifically, Mr. Huynh Ngoc Hai, Director of the Department of Natural Resources and Environment, is under the jurisdiction of the Chairman of the People’s Committee of Lam Dong province, and the two officials (Chief of Office and Deputy Chief of Office of the Department) are under the jurisdiction of the Director of the Department of Natural Resources and Environment.
Accordingly, the Disciplinary Council of the Department of Natural Resources and Environment voted and agreed not to discipline the two officials from the Office of the Department, proposing only a reminder for them to draw lessons from this incident.
