The Cánh Tạng Water Reservoir project in Lạc Sơn District, Hòa Bình Province, was approved by the Prime Minister in April 2017 and was expected to be completed by Q2 2022. The project is under the management of the Ministry of Agriculture and Rural Development.

However, due to challenges in land clearance and funding, the Cánh Tạng Reservoir project remains unfinished. Based on the proposal of the Ministry of Agriculture and Rural Development, the Prime Minister has approved an increase in the total investment capital from 3,115 billion VND to over 4,128 billion VND (an increase of over 1,013 billion VND) and extended the completion date to 2026.

The Cánh Tạng Water Reservoir is considered one of the largest water resource projects in Northern Vietnam, with a water surface area of over 13 km2, nearly 2.5 times the size of Hanoi’s West Lake (5 km2). In terms of capacity, the reservoir can hold approximately 95 million m3 of water, three times the volume of Đại Lải Lake and ten times that of West Lake.

The Cánh Tạng Reservoir also boasts one of the tallest earthen dams in Vietnam, with a main dam height of 53.2 m and a length of over 850 m, while the auxiliary dam is over 160 m long and 36.5 m high. This is comparable to the Ngàn Trươi Water Reservoir in Hà Tĩnh Province, which currently holds the record for the tallest earthen dam in the country, with a height of 57.8 m.

Additionally, the Cánh Tạng Reservoir features a 36-km-long water pipeline. It can supply water to approximately 90 km2 of agricultural land in Hòa Bình and Thanh Hóa provinces. This area is one and a half times the size of Long Biên District in Hanoi (60 km2) and nearly equivalent to Nhà Bè District in Ho Chi Minh City (100 km2).

Furthermore, the Cánh Tạng Reservoir can ensure environmental downstream flow during the dry season and help with flood control during the rainy season. Its vast water surface also provides opportunities for aquaculture development.

According to the master plan, Lạc Sơn District in Hòa Bình Province is oriented towards industrial and ecological tourism development, including exploration activities. Therefore, the completion and operation of the Cánh Tạng Water Reservoir will contribute to the district’s tourism potential by offering various attractions such as homestays, lakeside resorts, and boating experiences.

This model has been successfully implemented in other locations, such as Đại Lải Lake in Ngọc Thanh Commune, Phúc Yên City, Vĩnh Phúc Province. Initially built for agricultural irrigation and post-war economic recovery, the area surrounding Đại Lải Lake now boasts restaurants, hotels, and amusement parks, making it a popular weekend getaway for residents of Hanoi and neighboring provinces.
