The Duong Kinh – Kien Thuy new urban area project is located in the administrative boundaries of Hoa Nghia ward (Duong Kinh district) and Dong Phuong and Dai Dong communes (Kien Thuy district), Hai Phong city. The project is bordered by Provincial Road 363 to the north, Belt Road 2 to the west, the urban axis road to the east, and the Hanoi – Hai Phong expressway to the south.
The total project land area is nearly 240.6 hectares. Of this, the land area in Duong Kinh district is about 107.3 hectares, and the land area in Kien Thuy district is about 133.3 hectares (Dong Phuong commune: 97.4 hectares; Dai Dong commune: 36.1 hectares). The project affects 983 households and 2 organizations. The expected population size is 48,000 people.
The project comprises low-rise and high-rise residential buildings, public facilities, commercial and service establishments, schools, healthcare facilities, and more. It includes approximately 6,300 commercial housing units with a total expected investment of VND 23,218 billion. The project duration is 50 years from the date of the decision on land allocation by the Hai Phong People’s Committee.
Implementing the project will contribute to effectively exploiting the potential and opportunities to build a modern and civilized urban area, increasing job opportunities, contributing to the local budget revenue, and improving the income of the people. It will also create momentum in the socio-economic development of Duong Kinh district, Kien Thuy district, and Hai Phong city as a whole. This is a step towards realizing the approved construction planning and housing development plan of the city. The early formation of public works, residential, commercial, and service facilities will create additional living and public activity spaces for the people in the area and the city.
The project falls under the case of the State reclaiming land to implement socio-economic development projects as stipulated in Clause 3, Article 62 of the 2013 Land Law. The project does not fall under the case where the investor must agree with the person whose land is reclaimed, as prescribed by the Land Law.
Following the directions of the Hai Phong People’s Committee, the Kien Thuy District Party Committee and People’s Committee have focused on leading and directing the implementation of site clearance for the project. So far, they have basically completed guiding organizations, households, and individuals with land within the project’s scope to carry out land and asset inspection and declaration in accordance with regulations.
The District Party Committee and People’s Committee have instructed the People’s Committees of the communes to review the land use history of organizations, households, and individuals. The district People’s Committee has issued a decision approving the specific land price for residential and agricultural land to calculate compensation for eligible households; and a decision approving the price of perennial crops for compensation and support. They have also organized the public disclosure of the draft compensation and support plan for 883 households. Of these, 874/883 households have agricultural land (growing rice), and 9/30 households have residential land. However, many households have not agreed with the plan so far, citing low land prices, especially for agricultural land, compared to Duong Kinh district.
Regarding this issue, the district People’s Committee has submitted reports to the Hai Phong People’s Committee, requesting guidance to address difficulties and inconsistencies due to the significant difference in agricultural land prices within the same project area between Kien Thuy district and Duong Kinh district. The proposals and recommendations of the district People’s Committee on resolving the discrepancy in agricultural land prices between the district and the ward lack a legal basis for consideration by the city People’s Committee.
At the conference, delegates exchanged opinions and recommendations on the obstacles and difficulties in the site clearance process for the project. Mr. Do Duc Hoa, Secretary of the Kien Thuy District Party Committee, requested the project investor to consider providing support for asset relocation for families with difficult circumstances whose land is subject to revocation.
The Duong Kinh – Kien Thuy new urban area is developed by Vingroup Joint Stock Company (HOSE: VIC) with a construction period from 2024 to 2028.
