Local authorities need to think creatively and act innovatively

On August 21st, National Assembly Deputy Pham Van Hoa from Dong Thap Province questioned Minister of Culture, Sports and Tourism (MCST) Nguyen Van Hung. Mr. Hoa pointed out that the development of night tourism is still lacking, and artistic activities are mostly limited to weekends.

The deputy from Dong Thap suggested that the Minister come up with solutions to stimulate and develop night tourism, enhance healthy entertainment activities, and encourage tourists to stay overnight, thus increasing revenue for local authorities.

In response to the deputy’s question, Minister Hung mentioned that he had already addressed this issue during the 7th session. The MCST has proposed several models for developing night tourism products, encouraging local authorities to research, calculate product lines, and assess the needs of tourists to create suitable ones.

The Minister agreed with the deputy’s opinion and stated that many local authorities tend to do nothing or overdo things. As a result, they end up with products that have no demand, as the deputy warned. However, he emphasized that this is the responsibility of the People’s Committees and People’s Councils of the provinces. The MCST can only provide frameworks and guidelines; it cannot create tourism products specifically for any particular locality.

Using Ho Chi Minh City as an example, Mr. Hung explained that the MCST had suggested developing night tourism based on the city’s water resources, with the main product line being the connection between the Saigon River and the commercial port. Based on this idea, Ho Chi Minh City created a pedestrian street, linked products along the river, and established a destination for tourists.

“Therefore, each local authority must think creatively and act innovatively to create unique, professional, and distinctive products with high competitiveness,” said Mr. Hung.

Investing in the upgrade and restoration of Hanoi Flag Tower

In response to National Assembly Deputy Duong Van Phuoc’s question about Hanoi Flag Tower, a relic within the Central Sector of the Imperial Citadel of Thang Long-Hanoi, Minister of MCST Nguyen Van Hung stated that this relic was ranked as a Special National Relic in 2009 and recognized by UNESCO as a World Heritage Site.

According to the Law on Cultural Heritage, after a relic or heritage site is honored by an authorized agency, the local government, specifically the provincial People’s Committee, is responsible for its management. The Hanoi Flag Tower, located in Hanoi, has historical significance and is interconnected with the Military Museum, which is managed by the Ministry of National Defense.

It is understood that Hanoi is working on a plan to invest in the upgrade and restoration of the tower. According to Mr. Hung, the MCST has sent a reply regarding the appraisal and requested Hanoi to soon clear the site for better ventilation.

“Hopefully, with Hanoi’s approach and early agreement with the Ministry of National Defense, this relic will be better managed. The Ministry will continue to monitor and urge the preservation of this relic’s value,” Mr. Hung said.
