The State Bank of Vietnam has recently identified a scam where fraudsters impersonate the State Bank of Vietnam (SBV) and spoof the SBV’s email interface to send deceptive information to citizens and customers.

To gain the trust of email recipients, the scammers have cited certain provisions of Decision No. 2345/QD-NHNN dated December 18, 2023, regarding the deployment of solutions for safety and security in online and bank card payments. They then request that recipients update their biometric information by following a fraudulent link included in the email.

Specifically, the spoofed email address [email protected] sends deceptive information along with two links: (i) one for updating biometric information, with a deadline of August 30, 2024; and (ii) a link to the full text of Decision No. 2345/QD-NHNN.

The State Bank of Vietnam affirms that this is an act of impersonation aimed at tricking email recipients into complying with the scammer’s demands, ultimately allowing them to collect customer information. The scammers lure recipients into clicking on a fake link to download and install a purported biometric information collection application, which is actually malware designed to compromise personal devices, steal banking credentials, or engage in other illegal activities.

It is important to note that the SBV only disseminates official information through its public portal at https://www.sbv.gov.vn. The SBV does not send emails directly to customers of credit institutions requesting updates to their biometric information.

Therefore, the SBV urges citizens and customers of credit institutions to exercise heightened vigilance, refrain from clicking on unfamiliar links received via chat, SMS, or email, and never disclose personal information or one-time passwords (OTPs) to unknown websites or individuals, including those claiming to be bank employees. It is crucial to be cautious and vigilant when receiving and processing information from unofficial or unverified sources.
