Why a Super Tourism Project in Lam Dong is “Stalled”?

The 432-hectare Sapung Mountain tourism project in Bao Loc City, Lam Dong Province, has a significant overlap with the Diatomite mineral planning area, with 150 hectares shared between the two developments.

On August 29, the Lam Dong Province Department of Industry and Trade reported on the progress of key provincial projects, including the Sa Pung Mountain Tourism Area project in Loc Chau and Dai Lao communes, Bao Loc City.

According to the department, out of the project’s 432 hectares, 150 hectares overlap with the planning for diatomite ore exploitation as approved by Decision 866/QD-TTg dated July 18, 2023, on the Master Plan for Exploration, Exploitation, Processing, and Use of Minerals for the period of 2021-2030, with a vision towards 2050 (Mineral Master Plan).

Due to this overlap with the Mineral Master Plan, the implementation of the project is not in compliance with Clause 6, Article 13 of the Law on Planning, which prohibits certain acts in planning activities.

Moreover, the Sa Pung Mountain Tourism Area project is not a technical infrastructure project for national or public interests, so it does not fall under the category of permitted projects for the 150-hectare area that overlaps with the mineral planning area.

In addition to the overlap issue with the mineral planning, the funding for the planning establishment by Hung Thinh Group Joint Stock Company, the planning sponsor, has not yet been completed.

Recently, the Provincial People’s Committee has sent a document to the Prime Minister to resolve this difficulty, while also urging Hung Thinh Group Joint Stock Company to complete the transfer of funding for the planning establishment.

According to the planned implementation of the Sa Pung Mountain Tourism Area project, in September 2024, there will be a selection of consulting units to prepare a pre-feasibility study report and related documents for investor selection. In December 2024, there will be a decision on investment policy and a resolution on changing the forest land use purpose.

It is expected that in June 2025, there will be a wide-range bidding for investor selection, and the registration certificate for investment will be granted to the investor to implement the project.

Sa Pung Mountain, also known as Dai Binh Mountain, is located on the border of Bao Loc City and Bao Lam District, Lam Dong Province. The mountain boasts beautiful scenery and is often covered in mist in the early morning, attracting many local people and tourists to enjoy the view and “hunt” for clouds.
