The Vinh Phuc Provincial Tax Department has released Public Notification No. 3317/TB-CTVPH, dated August 28, 2024, regarding the disclosure of the list of taxpayers in arrears for taxes and other budgetary payments.
The list includes 106 taxpayers who owed taxes and other budgetary payments totaling VND 560,517,096,833 (over VND 560 billion) as of July 31, 2024.

VCI Investment Joint Stock Company (address: No. 83 Ngo Quyen Street, Ngo Quyen Ward, Vinh Yen City, Vinh Phuc Province. Tax Code: 0104510238) tops the list with tax debts exceeding VND 122 billion.
Following closely is T&T Investment and Services Joint Stock Company (address: No. 215, Me Linh Street, Lien Bao Ward, Vinh Yen City, Vinh Phuc Province. Tax Code: 0104403317) with tax debts of over VND 96 billion (CCHD, the taxpayer paid VND 518,166,000 on August 19 and 22, 2024).
Thanh Cong Vinh Phuc Construction Investment Joint Stock Company (address: Residential area of Doi Hai Dai, Dinh Trung Ward, Vinh Yen City, Vinh Phuc Province. Tax Code: 2500213659) owes more than VND 67 billion in taxes (CCHD, the taxpayer paid VND 13,383,479,090 on August 27, 2024).
Next is Vinh Yen Housing Development Co., Ltd. (address: No. 68 Yen Lac Street, Mau Lam Garden Villa Area, Khai Quang Ward, Vinh Yen City, Vinh Phuc Province. Tax Code: 2500568725) with tax debts of over VND 53 billion.
Vinh Phuc Textile and Garment Investment Joint Stock Company (address: 411 Hai Ba Trung Street, Hung Vuong Ward, Phuc Yen City, Vinh Phuc Province. Tax Code: 2500395568) has tax debts of over VND 27 billion.
The Development and Trading House Company (address: 36 Bui Thi Xuan, Ben Thanh Ward, District 1, Ho Chi Minh City. Tax Code: 0300446236) owes taxes of over VND 22 billion (tax arrears for multiple periods, the taxpayer paid VND 7,801,430,052 on August 22, 2024, and VND 99,906,523 on August 23, 2024).
The list also includes Nhat Hang Construction and Trading Joint Stock Company (address: Dai Lai, Ngoc Thanh Ward, Phuc Yen City, Vinh Phuc Province. Tax Code: 2500222999) with tax debts of over VND 20 billion.
Song Hong Thang Long Group Joint Stock Company (enterprise moving its head office from Hanoi to Vinh Phuc), address: Ly Bon Street, Dong Da Ward, Vinh Yen City, Vinh Phuc Province. Tax Code: 0103980801) has tax debts of over VND 19 billion.
Two units, Vinh Phuc Housing Development and Trading Joint Stock Company and Ba Hien Joint Stock Company, have tax debts of over VND 18 billion each.
The next on the list is Tien Manh Lai Chau One Member Co., Ltd. (converted from a private enterprise) and Trung Mau Branch – Song Da 2 E&C One Member Limited Liability Company with tax debts of over VND 11 billion each…
The remaining units on the list have tax debts ranging from over VND 1.6 million to under VND 10 billion each…
According to the Vinh Phuc Provincial Tax Department, the reason for the public announcement is that the taxpayers violated the regulations stated in Point a, Clause 1, Article 100 of the Law on Tax Administration No. 38/2019/QH14 and Point g, Clause 1, Article 29 of the Government’s Decree No. 126/2020/ND-CP dated October 19, 2020.

On August 28, the Can Tho City Tax Department announced its plans to initiate procedures to recoup over VND 25 billion in tax arrears from Joint Stock Company 720, based in Binh Thuy ward, Binh Thuy district, Can Tho city. This move comes as a result of a ruling made by the Ho Chi Minh City High-Level People’s Court on June 13, 2024, ordering the company to repay the outstanding tax amount to the state budget.
