Of the 712 directed projects, 410 projects (with a total area of nearly 9,100 ha of land) were removed from the list of delayed projects and continue to be monitored in accordance with the law. Notably, in the first six months of 2024, the number of projects removed from the list increased by 80% compared to the end of 2023 (330 projects).
Mr. Tran Sy Thanh, Chairman of the Hanoi People’s Committee, stated: “Planning is the foundation. Therefore, whatever aligns with the plan can continue, and whatever doesn’t will have its policy revoked or adjusted.”
According to Hanoi’s functional agencies, the delay in handling “hanging projects” is partly due to the need to comply with legal regulations. Many projects have undergone changes and faced prolonged implementation due to land and site clearance policies. Some projects encounter legal obstacles and are awaiting inspection conclusions to propose solutions. Additionally, coordination among agencies, especially in reviewing data by sector, remains challenging.
These projects, which have been holding onto land for years, not only cause economic waste and losses but also create a lot of urban aesthetic and social issues for the people. Mr. Pham Thanh Cong, a resident living near the Thinh Liet New Urban Area project, expressed his frustration, stating that after 20 years, the urban area remains only on paper.
“The abandoned project site is very unsightly, with trash and overgrown weeds severely affecting the environment,” said Mr. Cong.
To address this situation, the Hanoi People’s Committee has instructed departments, branches, and district, county, and town People’s Committees to inspect, focus on building plans, and organize inter-branch inspection and conclusion teams for each project. Simultaneously, they will continue to inspect delayed and violating projects to propose handling measures in accordance with the law.
