The Government Tasks Ministries to Achieve 3,000 km of Expressway

Deputy Prime Minister Tran Hong Ha has signed Document No. 673/TTg-CN, dated September 5, 2024, urging relevant ministries, sectors, and localities to focus on key tasks to strive for completing 3,000 kilometers of expressways by the end of 2025, in response to the emulation movement launched by the Prime Minister.

Specifically, the Deputy Prime Minister requested that ministries, sectors, and localities consider the completion of 3,000 km of expressways as a key political task and top priority. In any case of difficulties or obstacles, the forces involved in the project need to coordinate closely to resolve them as quickly as possible, ensuring the progress, quality, and overall benefit of the projects for the nation and its people.

The Ministry of Transport, as the standing agency of the State Steering Committee for important national projects in the transport sector, needs to further promote its proactive role in monitoring and grasping the situation. They should coordinate with the Government Office to urge the implementation of assigned tasks, promptly synthesize and report to authorized agencies to resolve any difficulties and ensure the progress, quality, safety, and efficiency of the projects.

The Government assigns tasks to ministries to complete 3,000 km of expressways by the end of 2025.

The Ministry of Finance and the Ministry of Planning and Investment, according to their functions and tasks, should urgently balance and arrange adequate capital allocation to meet the progress of the projects and comply with regulations.

The State Bank of Vietnam shall direct credit institutions to arrange capital according to credit contracts for investors of projects invested in the form of Public-Private Partnership (PPP), ensuring the progress of the projects.

The Ministry of Natural Resources and Environment shall perform its state management functions on natural resources and promptly guide localities to implement procedures quickly to ensure a supply of construction materials such as soil, rocks, sand, and gravel for the construction of the projects.

The Ministry of Construction shall organize inspections and urge localities to announce prices and price indices of construction materials that are close to market fluctuations. They should also provide guidance and remove any difficulties related to project management, cost management, construction norms, and construction contracts. Timely inspections of the acceptance of construction works for the projects should be conducted as well.

The Ministry of Industry and Trade and the Committee for Management of State Capital at Enterprises shall direct the Vietnam Electricity Group (EVN) to do a good job in relocating high-voltage power lines to meet the deployment progress of the projects.

The Ministry of Public Security and the Government Inspectorate shall base their functions and tasks on performing well the inspection, anti-corruption, anti-negativity, and anti-collusion work.

The Ministry of National Defense and the Ministry of Public Security shall ensure political security, social order, and safety and provide support for the implementation of the projects within their scope of authority.

The Ministry of Home Affairs shall be the focal point for monitoring, inspecting, and urging the emulation movement to ensure practicality and effectiveness and avoid formality. They should organize a summation of the emulation movement in December 2024; the second phase in June 2025, and a summary of the emulation movement at the end of December 2025.

Localities with material sources, especially those in the southern region, need to be more urgent and proactive in expediting procedures for mine licensing, increasing output, and ensuring extraction output to meet the construction progress of the projects. They should also proactively support localities that lack material supply.
