The Lights of Hai Phong: Restoring Power to the City

The Hai Phong Power Company has mobilized over 1,000 of its best and brightest engineers and technicians from across the city's district power companies and high-voltage electrical testing units. With a comprehensive fault-zone inspection strategy, they successfully restored power to 100% of their customers.

Mr. Nguyen Huu Huong, Director of Haiphong Power Company Limited, stated that Typhoon Yagi made landfall in Haiphong around noon on September 7, with wind speeds reaching up to 12-13 and gusting to 16.

According to the Haiphong Steering Committee for Natural Disaster Prevention, Search and Rescue, and Civil Defense, the city experienced significant damage from the storm. It was reported that a total of 3 power stations and 669 power and lighting poles were toppled or severely damaged, along with nearly 6,000 meters of power lines. This resulted in a complete blackout across Haiphong for several hours.

Following the instructions from the Haiphong People’s Committee, Haiphong Power Company Limited promptly implemented measures to address the situation and restore power to the people as soon as possible.

As soon as the storm subsided, Haiphong Power started restoring power to substations that met safety standards. By 8 PM on September 7, they had successfully restored 3 220kV substations, and by 3:30 AM on September 8, 2024, power was back on for 6 110kV substations. By 4 AM, they had repaired 20 medium-voltage lines, providing electricity to over 100,000 customers in the city center. Their efforts continued, and by 5 PM on the same day, they had restored power to 615,000 out of 793,000 customers, fixing 200 out of 246 damaged lines.

As of 4 PM on September 10, 2024, the medium-voltage power grid in Haiphong had 238 out of 246 lines operational again, with the remaining 8 lines presenting complex issues that the company is working to resolve. They have also restored power to 4328 out of 5861 substations, achieving a 75% recovery rate. Additionally, they have energized 42 out of 46 110kV lines, 31 out of 36 110kV substations, and all 8 drainage pump stations.

Haiphong Power Company shared that on September 11, they would focus on mobilizing all resources and working at full capacity to restore power to customers who can safely receive electricity. The company is prepared to reconnect power to the three 110kV substations on Cat Hai island district (Cát Hải, Cát Bà, and Đồng Bài).

Currently, Haiphong Power has deployed over 1,000 employees from district and city power companies, as well as high-voltage testing units, to inspect and divide the affected areas. They are working tirelessly to ensure that 100% of customers have their power restored.

EVN’s Director, Mr. Nguyen Anh Tuan, stated that the group’s leaders, along with those from the Northern Power Corporation, and all the staff from the affected units, rushed to the scene to repair the damage caused by the third storm promptly.

According to the Northern Power Corporation (EVNNPC), they have mobilized all available forces, including those from less affected units, the Northern Power Experiment Company, and the Northern Power Service Company, to assist heavily impacted units. They are also coordinating with construction units to ensure timely support and are determined to restore power to customers as soon as possible.

In Haiphong, EVNNPC has deployed a team of 143 specialists from 8 member companies: Tuyen Quang, Thanh Hoa, Ha Tinh, Hoa Binh, Bac Kan, Dien Bien, Lai Chau, and the Northern Experiment Company, to provide assistance.
