Prioritizing the Expansion of QL13

With the groundbreaking policies of Resolution 98, Ho Chi Minh City has accelerated the development of key infrastructure projects, including the expansion of National Highway 13 (from Binh Trieu Bridge to the border with Binh Duong Province). The highway will be widened to 53-60m, accommodating 6-8 lanes, with a total investment of approximately VND 13,851 billion. Construction is expected to commence in 2025 and be completed by 2028.

Currently, the project is in the pre-feasibility study reporting stage, as per the plan for selecting contractors approved by the Ho Chi Minh City Department of Transport in Decision No. 572/QD-SGTVT dated April 25, 2024. The Department will allocate more than VND 3.7 billion for four packages under this project.

Following the enactment of Resolution 98, which took effect on August 1, 2023, Ho Chi Minh City has been actively working on implementing the project. In September 2023, the People’s Council of Ho Chi Minh City approved the investment policy for expanding National Highway 13 under the Build-Operate-Transfer (BOT) form. On December 1, 2023, Decision No. 5619/QD-UBND listed five projects with a total investment of over VND 37,000 billion. Among them, the expansion of National Highway 13 was given priority.

According to the Ho Chi Minh City Department of Transport, the City Party Committee and People’s Committee have directed that the project must be carried out rigorously, swiftly, and efficiently, in accordance with regulations, to expedite the investment procedures. The entire political system will be involved in compensation and site clearance. Departments and sectors are working together day and night to ensure the early completion of the project.

Constructing an Elevated Road Connecting to QL13

To synchronize with the expansion of National Highway 13, the Department of Transport has also proposed to transform the expansion of two routes, Xô Viết Nghệ Tĩnh and Đinh Bộ Lĩnh, into an elevated road with a total investment of nearly VND 10,000 billion.

The project includes upgrading Xô Viết Nghệ Tĩnh Road from Hang Xanh Intersection to Binh Trieu Bridge. The road will be widened to 30m, and the Martyrs’ Monument intersection will be redesigned with a combination of a roundabout and an underground tunnel. Regarding Dinh Bo Linh Road, it is expected to be upgraded to a width of 25m from Pham Van Dong Intersection to Dien Bien Phu, and a new Binh Trieu Bridge will be constructed with six lanes.

This is a key project among the 88 infrastructure projects presented by the Department of Transport to the Ho Chi Minh City People’s Committee for the investment plan from now until 2030. With the elevated road along National Highway 13, Xô Viết Nghệ Tĩnh, and Đinh Bộ Lĩnh, transportation in the gateway area between Ho Chi Minh City and Binh Duong will become even more convenient and smooth, contributing to the socio-economic development of the region.

While Ho Chi Minh City is accelerating the upgrade and expansion of National Highway 13, in the “industrial hub” of Binh Duong, QL13 has already been widened to eight lanes since 2022 to keep up with the infrastructure demands of Thuân An city and the entire province. Some sections have been completed and opened to traffic, and the provincial Department of Construction is also working on landscaping and planting trees along the highway to enhance the urban aesthetic.

Significant Benefits for Thuân An Real Estate

Experts believe that with Ho Chi Minh City’s expansion of National Highway 13, the gateway area between the two cities, within a 5km radius, especially Thuân An city, will reap substantial benefits due to its proximity to Ho Chi Minh City. Real estate along National Highway 13, from Ho Chi Minh City to the gateway area of Thuân An, will have a distinct advantage in terms of quick and easy transportation. Specifically, the nearly 10km stretch from the Binh Duong welcome gate to Hang Xanh Intersection (in Ho Chi Minh City’s Binh Thanh District) can be covered in just 15 minutes, faster than traveling from many other areas within Ho Chi Minh City itself.

Anticipating the infrastructure boost, prominent investors such as Sembcorp, Le Phong, and Coteccons have focused on Thuân An and chosen the area along National Highway 13 to develop real estate projects, particularly high-end apartment complexes, which have shown promising liquidity. With its location right next to Ho Chi Minh City and its status as a “city at the heart of cities,” Thuân An is witnessing the development of a series of international-standard commercial, financial, and service utilities along National Highway 13.
