The Devastation Left by the Storm: Hai Phong City’s Resilience in Recovery

After the storm, Hai Phong city has been taking urgent measures to fix the damage caused by the typhoon.

On the evening of September 8, 2024, Prime Minister Pham Minh Chinh arrived in Hai Phong to inspect the damage and work with the city on post-storm recovery efforts. The Prime Minister instructed Hai Phong to promptly review and support families affected by the storm, and to immediately address the power and signal outages caused by Storm No. 3.

At the working session, Mr. Le Anh Quan, Vice Chairman of the Hai Phong People’s Committee, reported on the damage caused by the third storm in the city.

According to the report, as of 12:00 on September 8, 2024, the city recorded two deaths (in Tien Lang and Thuy Nguyen districts) due to the collapse of a kitchen wall (in a solid house not designated for relocation); 18 people were injured by broken glass and falling corrugated iron roofs and received first aid at district medical centers.

Preliminary statistics showed that 528 houses, 128 schools, 13 healthcare facilities, 104 office buildings, 3 power stations, 3 transmission stations, and 210 farms were damaged. In addition, 367 power poles and streetlight poles were broken, 807 traffic signs were damaged, and 6,059 trees were uprooted or snapped. The storm also affected 48 hectares of aquaculture farms, 16,735 hectares of rice and crop fields, and 1,200 fruit trees.

Hai Phong suffered severe damage from the storm

Fortunately, the storm surge protection system and irrigation works in the city remained safe and no incidents occurred. All vessels anchored in the storm shelters were also secure.

However, the infrastructure, including trees, streetlights, signal lights, and information lines on many roads and streets, were severely affected by flooding, resulting in serious traffic congestion and disruption.

Most areas in the city experienced signal loss and prolonged power outages to ensure safety or due to line faults. This made it difficult for people in the eye of the storm to stay updated on the storm’s progress.

During and after the storm, Hai Phong has been actively implementing measures to address the resulting incidents. For instance, regarding the incident of the Minh Anh 01 vessel (with 12 crew members) losing maneuverability and drifting in Lan Ha Bay, the Hai Phong Port Authority coordinated with functional forces to assist in anchoring and ensuring the safety of people and property.

As of 4:00 PM on September 8, power supply was restored to all 5/5 220KV stations and 34/38 110KV stations. Efforts are ongoing to restore power to the remaining areas in the city.

Additionally, forces in Hai Phong are mobilizing to collect garbage, restore fallen trees on traffic routes, and ensure smooth traffic flow.

Regarding the disruption of water supply, two out of four water plants providing water to the inner-city districts have resumed operations, serving about 80% of the population in these areas. It is expected that the remaining two plants will be back in operation by the end of September 8, restoring water supply to 100% of the inner-city districts. The water plants in rural areas will also resume operations as soon as power is restored.

On the afternoon of September 8, the Department of Education and Training announced that Hai Phong would continue to suspend classes for all students from September 9, 2024, until further notice. Schools need to focus on post-storm recovery and ensure the safety of transportation, electricity, water, and environmental sanitation before welcoming students back.

Speaking at the working session with Hai Phong on post-storm recovery, Prime Minister Pham Minh Chinh highly appreciated and praised the city’s proactive implementation of the Central’s directions, which helped minimize damage. The Prime Minister instructed the city to review the affected families, support them within their capacity, and assist injured people.

Prime Minister Pham Minh Chinh requested that Hai Phong seriously implement the directions of the Ministers to overcome the consequences of Storm No. 3, mobilize all forces to clean up and restore electricity, water supply, and signal coverage. “For schools that meet the conditions, students should return to school, and for those that are damaged, quick repairs should be made,” emphasized the Prime Minister.

In addition, the Prime Minister directed Hai Phong to promptly restore production and business activities, take measures to maintain security and safety, and control price increases for commodities in the city’s markets and supermarkets.

Regarding old and downgraded apartment buildings, Hai Phong needs to take resolute measures to relocate people from dangerous areas and provide them with rental and social housing purchase options.

At the working session, Mr. Le Anh Quan, Vice Chairman of the Hai Phong People’s Committee, requested the Government’s attention and financial support to help the city quickly overcome the consequences of Storm No. 3. He also hoped that the Government would direct the Ministry of Industry and Trade and the Ministry of Information and Communications to assist Hai Phong in restoring the power grid and information and communication network in the city.

Agreeing to resolve the proposals and recommendations of Hai Phong, Prime Minister Pham Minh Chinh said that the Central would initially support the city with VND 100 billion to overcome the immediate consequences of Storm No. 3. The Prime Minister expressed his hope that the city would promote its spirit of self-reliance and self-reliance, along with the support of the Central, to overcome the storm’s impact and continue to respond to possible post-storm natural disasters, soon restoring all activities to a state of normalcy.

Concluding the working session, Secretary of the Hai Phong Party Committee Le Tien Chau expressed his gratitude for the close leadership and drastic direction of the Government, the Prime Minister, the coordination of the Central ministries and branches, the armed forces of Military Region 3, and the proactiveness and efforts of the city’s political system. He affirmed that Hai Phong would quickly overcome the consequences of Storm No. 3 and strive to complete the set targets and tasks for 2024.
