The Oldest Industrial Zone in Vietnam Prepares for Relocation: What’s Next for the 76 Businesses and Over 21,000 Workers?

The People’s Committee of Dong Nai Province has recently approved a proposal to relocate Bien Hoa Industrial Park 1, one of the oldest industrial parks in Vietnam. The decision aims to transform the area into a modern urban, commercial, and service center, enhancing the city’s aesthetics and promoting sustainable development.

A survey conducted by the provincial Department of Labor, Invalids, and Social Affairs revealed that approximately 900 employees of businesses in Bien Hoa Industrial Park 1 are unwilling to relocate with their companies. Most of these workers are older, have families, and have settled their lives in Bien Hoa City.

The approved proposal involves the relocation of 76 businesses with over 21,000 employees, including more than 6,000 workers in foreign-invested enterprises and over 15,000 in domestic companies. The average age of these employees is 30 years and above.

The relocation is anticipated to pose challenges for workers, particularly in terms of transportation and accommodation. Additionally, businesses may struggle with recruiting and training new employees, and they will need to increase their support for housing and transportation to retain their current workforce.

To ease the transition, the Dong Nai authorities have allocated a budget of approximately VND 1,270 billion to support the affected workers’ livelihoods, provide skill enhancement programs, and ensure stable production for the businesses during the relocation process.

In early July 2024, the People’s Committee of Dong Nai Province launched a competition titled “Ideas for Planning the Transformation of Bien Hoa Industrial Park 1 into an Urban, Commercial, and Service Area in An Binh Ward, Bien Hoa City.” The competition aims to select the best proposal that maximizes the potential of the area and ensures seamless integration with the existing urban center.

The winning proposal will serve as a foundation for the preparation of investment projects and the construction of the province’s political and administrative center. It will also play a crucial role in the architectural design competition for the same center.

The competition is open to reputable and capable design, planning, and consulting companies or consortia in Vietnam and abroad. The jury will select ten proposals for awards, including first, second, and third prizes, and provide support for seven non-winning proposals. The first prize winner will receive an award and support package worth VND 900 million.

The competition will accept submissions from design consulting organizations in November and announce the results in December.

Bien Hoa Industrial Park 1, established in 1963, is the oldest industrial park in Vietnam. In May 2020, the Prime Minister approved a project to improve and upgrade its infrastructure, allowing it to operate as an industrial park, export processing zone, and high-tech park. However, in January 2021, the Prime Minister agreed to remove it from the master plan for industrial park development in Vietnam.
