Super Typhoon Yagi, or Storm No. 3, battered Ha Long Bay, causing extensive damage to tourism infrastructure and temporarily suspending visitor services.
The Ha Long Bay Management Board has been proactively coordinating with local departments and agencies to mobilize resources and address the storm’s aftermath.
Currently, several tourist spots are ready to receive visitors again, including Route 1 (Thien Cung – Dau Go), Route 2 (Sung Sot, Luon Cave, and Ti Top Island), and Route 5 (excluding Ba Hang). Additionally, overnight accommodation sites such as Hon 587 – Nha Lat – Luon Cave and the Hon Cat Lan high-speed boat transit point are also operational.
According to the Ha Long Bay Management Board, they are working diligently to restore the remaining sites affected by the storm and will resume welcoming visitors as soon as possible.
On September 13th, Mr. Cao Tuong Huy, Chairman of the Quang Ninh People’s Committee, met with local tourism businesses and affirmed his commitment to addressing their challenges. He announced a 3-day campaign to clean up Ha Long Bay and prepare for the resumption of tourism activities following Storm No. 3.
The storm caused significant damage to onshore accommodation facilities, including broken glass and tiles, fallen trees and lamp posts, and extensive damage to electrical, air conditioning, and water systems. Twenty-seven tourist boats and four transport boats sank, and the international passenger port in Tuan Chau suffered damage to its roof and offices.
Despite the challenges, tourism businesses are working tirelessly to recover, with the immediate goal of ensuring a warm welcome for visitors. However, the recovery process is hampered by a lack of electricity, water, and telecommunication services.
The businesses have requested support from the provincial People’s Committee in post-storm recovery and the continuation of tourism promotion programs. They have also suggested adding new attractions to reduce pressure on traditional sites and immediate action to salvage sunken boats to ensure stable and safe transportation. Additionally, they have asked for policies to defer loan payments to banks and social insurance contributions.
Sharing the businesses’ concerns, Mr. Huy called for their collaboration in overcoming these difficulties and restoring the province’s tourism industry to create a safe, friendly, and attractive destination for visitors. He emphasized the province’s self-reliance and determination to overcome this challenging period, noting that the People’s Committee had met with tourism businesses immediately after the storm, reflecting their commitment to this vital economic sector.
Mr. Huy instructed relevant departments to prioritize addressing the issues, focusing on power and telecommunication restoration and addressing environmental and food safety concerns. He also announced the immediate launch of a 3-day campaign to clean up Ha Long Bay, including trash collection, infrastructure repairs, and salvaging sunken vessels, with the participation of various organizations and community groups.
He also instructed a thorough review of pricing to ensure stable food and essential commodity supplies. Additionally, he emphasized the need to resume tourism activities in suitable areas of Ha Long Bay, including accommodation and transportation services to the islands, and to enhance the province’s tourism potential through promotional activities.
In response to the businesses’ requests, the Department of Finance has been tasked with developing a water price support plan, and the Department of Transport will assist in salvaging sunken tourist boats. Additionally, information on tax exemption and reduction policies in line with current regulations will be promptly communicated.
To stand in solidarity with the businesses, Quang Ninh will promptly propose to the Government a set of banking policies, including debt restructuring, rescheduling, and forgiveness, as well as new loans with preferential interest rates for affected businesses. Additionally, they will request reductions in electricity prices, taxes, and insurance premiums.
