The Transformational Urban Project: Unveiling the Potential of 142 Ha of Former Rice Fields in Dong Nai

According to the Department of Natural Resources and Environment of Dong Nai province, the Provincial People’s Committee has agreed with the Department’s proposal to the Provincial People’s Council to approve the conversion of rice land use purpose for 6 cases with a total area of 163 ha for project implementation.

Notably, among these cases is the conversion of nearly 142 hectares of rice land for the Hiep Hoa Urban Area project in Hiep Hoa ward, Bien Hoa city.

According to the investment policy, the project has a land use area of about 293 hectares and a population of about 31,600 people. The preliminary total investment of the project is more than VND 72,200 billion (nearly USD 3 billion). The project aims to invest in the construction of a new and modern urban area, a complex of services, and harmony with the natural landscape.

It is expected that the urban area will be implemented within 12 years (from 2023 to 2035) and will be divided into phases with 5 component projects. By the end of 2025, the investment procedures and site clearance are expected to be completed.

In terms of planning, the Hiep Hoa Urban Area will have two types of housing: low-rise (detached and villa houses with an area of 345,482 sq. m, accounting for 11.8% of the total project area) and high-rise (apartment buildings with an area of 102,797 sq. m, accounting for 3.5% of the total project area). Social housing accounts for about 20% of the total residential land area, and the exact area will be determined later. Resettlement housing has an area of about 98,441 sq. m, accounting for 3.4% of the total project area.

The urban area aims to develop sustainable tourism, combine diversified housing types, and integrate commercial and tourism services, public services, etc. It is expected to turn Cu Lao Hiep Hoa into a highlight in the urban space of Bien Hoa.

It is known that at the beginning of 2024, the Provincial People’s Committee decided to approve the preliminary requirements on the capacity and experience of investors in the Hiep Hoa Urban Area project. After several invitations for bidding, on July 25, the Dong Nai Provincial Planning and Investment Department announced the result of opening the registration dossier for the implementation of this project.

Accordingly, the consortium of 5 investors, including Lan Anh – Phu Quoc One-Member Co., Ltd.; Sun Group Joint Stock Company; Sun Halong One-Member Co., Ltd.; Sun Real Estate Group Joint Stock Company, and Dep Bien Phu Quoc One-Member Co., Ltd., is the only investor registered to implement the project.
