National Crude Oil Reserve: Proposed Storage Facility in Central Vietnam

The selection of the site for the national crude oil reserve is a pivotal step in realizing the master plan for the infrastructure of gasoline, oil, and gas supply for the nation for the period of 2021–2030, with a vision towards 2050.

On the morning of September 16, Mr. Nguyen Van Thi, member of the Provincial Standing Committee, Vice Chairman of the Provincial People’s Committee, led a working group to inspect the progress of several projects in the Nghi Son Economic Zone (NSEZ) and, at the same time, received a report on the selection of a location for the construction of a national reserve warehouse for crude oil and LNG storage.

Accompanying the working group were Mr. Nguyen Tien Hieu, member of the Provincial Standing Committee, Head of the Management Board of NSEZ and Industrial Parks (IP); leaders of provincial departments, branches, and Nghi Son town.

Regarding the selection of a location for the construction of a national reserve warehouse for crude oil and LNG storage, after inspecting the sites proposed by the Management Board of NSEZ and IPs, and based on discussions and agreements with relevant sectors, as well as for the convenience of investment and construction and compatibility with operational requirements, Vice Chairman of the Provincial People’s Committee Nguyen Van Thi agreed: Propose Area N, with a total area of about 140 hectares (belonging to IP No. 6), to the Ministry of Industry and Trade for planning the construction of a national reserve warehouse for crude oil.

At the same time, add a part of Area C (belonging to the Nghi Son Refinery and Petrochemical Project) in line with the development plan of the refinery, using enterprise capital or other legal capital sources, to build a crude oil reserve warehouse for the refinery.

The selection of a location for the construction of a national crude oil reserve warehouse is to realize the Planning for Infrastructure Development for the Reserve and Supply of Gasoline, Oil, and Gas for the period of 2021-2030, with a vision towards 2050.

According to the Planning, in the period of 2021-2030, 1-2 new national crude oil reserve warehouses will be built in the areas near the refineries (Dung Quat, Nghi Son, Long Son) with a total capacity of 1-2 million tons of crude oil.

The goal of the Planning is to develop a system of infrastructure for the reserve and supply of gasoline, oil, and gas, including strategic reserves; production reserves; commercial reserves, transportation, circulation, and distribution, meeting economic, technical, and environmental standards, ensuring sufficient, safe, and continuous reserve and supply for socio-economic development, security, and defense.

Ensure the country’s crude oil and petroleum product reserves reach 75-80 days of net imports, striving for 90 days of net imports; ensure gas storage capacity meets domestic market demand and gas raw material needs for energy and industrial sectors.

Regarding the planning of the LNG reserve warehouse location, the Vice Chairman of the Provincial People’s Committee of Thanh Hoa agreed with the Management Board of NSEZ and IPs to propose to the Ministry of Industry and Trade to plan in the western area of Me Island, with about 100 hectares.

This location is in line with the orientation of the planning of land and water areas of Thanh Hoa port; at the same time taking advantage of the potential of Nghi Son Deep Water Port, which can receive large-sized LNG carriers commonly used worldwide, with a deadweight of 200,000 DWT.
