This morning, September 19th, heavy rain and strong winds caused a large branch of a sycamore tree to fall in the courtyard of the Hanoi Center for Vocational and Regular Education, injuring a female teacher and damaging three cars.
The school immediately took the injured teacher to the Ha Trung District General Hospital and then transferred her to the Thanh Hoa Provincial General Hospital.

In Nghe An, according to the People’s Committee of Bong Khe Commune, Con Cuong District, a similar incident occurred when a tree fell from a mountain onto a road, injuring two people who were traveling on it.
Initial information indicates that at around 4:30 pm on September 19th, Mr. Tran C.T. (born 1974) was riding his motorbike back to his home in Bong Khe Commune, with his son Tran C.D. (born 2018) on the back. The trip coincided with the impact of the fourth storm, bringing heavy rain and strong winds.
As they reached Eo Vuc Bong on National Highway 7A in Bong Khe Commune, a large branch of a banyan tree suddenly broke off from the mountain above, along with several other branches, falling onto the motorbike.

Immediately after the incident, passersby shouted for help and assisted in cutting the branches to swiftly free the two individuals, while also contacting the authorities and local government to devise a plan to rescue the vehicle.
Upon receiving the information, the leadership of the People’s Committee of Con Cuong District arrived at the scene to direct the rescue efforts. Additionally, the district mobilized an excavator, a tractor, and police and military forces to clear the road.

The rescue team promptly cut a branch of the banyan tree, approximately 40cm in diameter, and cleared the area, removing the trapped motorbike. Traffic flow has now resumed as normal.
By 7 PM on September 19th, the tropical depression (which had weakened from the fourth storm) further weakened into a low-pressure area over central Laos. At 19:00 hours, the center of the low-pressure area was located at approximately 16.9 degrees north latitude and 106.2 degrees east longitude. The strongest winds in the center of the low-pressure area decreased to below 39 km/h.
In the next 12 hours, the low-pressure area is expected to continue moving west and weaken further.
