The Transport Secretary Takes on Extra Duties

On September 18th, Prime Minister Pham Minh Chinh signed a decision to establish a task force for the development and investment in railway lines connecting China and Laos.

This is an inter-sectoral coordinating organization that assists the Prime Minister in researching, directing, and coordinating the resolution of important and inter-sectoral tasks related to the development of plans and investments in rail routes connecting to China and Laos.

According to the decision, the head of the task force is the Minister of Transport.

The deputy heads of the task force include: The Vice Minister of Planning and Investment; The Vice Minister of Foreign Affairs; and The Vice Minister of Transport.

The task force members comprise leaders of the following ministries: Finance, Construction, Science and Technology, and Natural Resources and Environment; representatives from the Ministries of Public Security and National Defense; leaders of the State Capital Management Committee; and the Chairman of the Vietnam Railway Corporation.

The task force is responsible for assisting the Prime Minister in directing and urging relevant ministries and sectors to resolve important issues related to the development of plans and investments in rail routes connecting to China and Laos.

They will also research, advise, and propose orientations, solutions, mechanisms, and policies to address bottlenecks, mobilize resources, accelerate progress, and successfully implement the rail routes connecting to China and Laos (with priority given to the Lao Cai – Hanoi – Hai Phong route, aiming to commence construction in 2025).

The task force will also carry out other specific tasks assigned by the Prime Minister related to the construction and investment in the rail routes connecting to China and Laos.

The head and deputy heads of the task force shall use the seal of their respective ministries or agencies during the performance of their assigned tasks.

The Minister of Transport shall utilize their apparatus to perform the task force’s secretariat functions, develop regulations on the task force’s activities, and assist the head of the task force in building plans and programs for the task force’s activities.

The members of the task force shall work on a part-time basis and follow the regulations on the organization and operation of the task force.
