Launching a Peak Emulation Campaign: “500 Days and Nights of Emulation to Complete 3,000 km of Expressways” |
To create a vibrant emulation atmosphere and effectively carry out the emulation movement “Promoting the development of synchronous and modern infrastructure; practicing economy and combating waste”, on August 18, 2024, in Dak Lak province, the Prime Minister, Chairman of the Central Emulation and Reward Council, launched a peak emulation campaign with the theme “500 days and nights of emulation to complete 3,000 km of expressways” (the Emulation Campaign). This campaign aims to achieve the goal of putting into operation 3,000 km of expressways by 2025, creating a premise to strive for 5,000 km of expressways by 2030, in the spirit of the Resolution of the 13th National Congress of the Party.
“Complete 3,000 km of expressways by December 31, 2025”
To ensure the comprehensive success of the Emulation Campaign, the Prime Minister issued a plan for its implementation, aiming to promote the strength of the entire political system, agencies, organizations, and individuals involved in the construction of these projects. The focus is on achieving the goal of “completing 3,000 km of expressways by December 31, 2025” as directed by the Resolution of the 13th National Congress of the Party.
At the same time, this campaign aims to raise awareness, responsibility, and action among all levels, sectors, and the entire society in implementing the targets, tasks, and solutions for the development of road infrastructure.
Five emulation contents
To successfully implement the Resolution of the 13th National Congress of the Party on the goal of developing expressways, ministries, branches, and localities, as well as organizations, enterprises, and people from all walks of life, will carry out the following five emulation contents:
1- Emulate creative labor, complete projects ahead of schedule, exceed plans, and ensure the quality of expressway projects in provinces and cities under the direction of the State Steering Committee for important projects and key projects of the transport sector, the Government, and the Prime Minister.
2- Emulate construction and consulting supervision to ensure quality, technique, aesthetics, environmental hygiene, and labor safety, creating a landscape and development space for the project after completion; coordinate with local authorities to remove difficulties and obstacles related to construction materials and ground clearance.
3- Emulate administrative procedure reform, ensure convenience, overcome troubles, and reduce costs for investors; be transparent and provide information for competent authorities and people from all walks of life to supervise the implementation of ministries, branches, and localities, and do a good job in preventing and combating corruption and waste in project implementation.
4- Emulate the research and application of science and technology, information technology, and modern management methods in the design, construction, construction, exploitation, and management of expressway projects to improve labor efficiency, shorten time, save resources and manpower, and use materials with high applicability, friendliness, and safety for the environment.
5- Emulate propaganda, mobilize people’s consensus, and actively participate in ground clearance for infrastructure projects of expressways in the residential area.
The peak emulation campaign will be implemented from August 2024, with an interim review in December 2024 and a final review at the end of 2025.
Rewarding collectives and individuals with initiatives and innovations to accelerate project progress and improve quality
The Vice Prime Minister requested that the heads of agencies and units participating in the Emulation Campaign promote a sense of responsibility and the role of leaders in directing and organizing the construction of works to ensure progress, quality, labor safety, fire and explosion prevention and fighting, and environmental protection.
For investors, contractors, and consulting supervisors, it is necessary to assign and arrange personnel to inspect, urge, and grasp the situation; promptly handle and remove difficulties and obstacles in the process; and fully implement the policies according to regulations for officials, public employees, and laborers of their units, especially those directly working at the construction site.
