“Vietnam Does Not Dump Tra Fish Products in the US Market”

The U.S. Department of Commerce (DOC) has determined that several exporters of frozen tra and basa fillets from Vietnam did not dump their products in the U.S. market.

The Trade Remedies Authority (Ministry of Industry and Trade) announced that the US Department of Commerce (DOC) has published the preliminary results of the 20th review (POR 20) of the anti-dumping duty on frozen tra and basa fillets from Vietnam exported to the US for the period from August 1, 2022, to July 31, 2023.

Eight Vietnamese exporting companies were involved in this review. The DOC selected two mandatory respondents from these companies.

According to the preliminary conclusions of the Trade Remedies Authority, the two mandatory respondents received an anti-dumping duty rate of 0 USD/kg, and the remaining six companies were eligible for a separate rate of 0 USD/kg. As the petitioner withdrew the request for a review of the country-wide rate, it remains at 2.39 USD/kg.

The Trade Remedies Authority explained that because the US does not recognize Vietnam as a market economy, the DOC used surrogate values from a comparable third country to calculate dumping margins for Vietnam.

For this review, the DOC selected Indonesia as the surrogate country, citing its similar level of economic development to Vietnam, the presence of significant producers of tra and basa fish, and reliable data. These factors allowed the DOC to evaluate Vietnam’s factors of production.

The Trade Remedies Authority assessed that the preliminary results are positive for Vietnamese exporters of tra and basa fish, as all eight companies involved in the review received a duty rate of 0 USD/kg. This rate is lower than the final rate of the previous POR19 review, which ranged from 0 USD/kg to 0.18 USD/kg. The DOC is expected to issue its final conclusion within 120 days of the preliminary conclusion.

The DOC has also announced that it will accept requests for an anti-dumping duty review for the next period (POR21) covering August 1, 2023, to July 31, 2024. Several Vietnamese companies and the US petitioner have already submitted their requests. The DOC is expected to initiate the next administrative review around October 2024.

According to the Vietnam Association of Seafood Exporters and Producers (VASEP), the export turnover of tra fish in the first eight months of this year is estimated at 1.3 billion USD, up 9% compared to the same period last year.

VASEP stated that the US remains the largest importer of tra fish products from Vietnam. In August, the US imported over 35 million USD worth of tra fish, a 40% increase compared to the same period last year.

The total export value of tra fish to the US in the first eight months of this year reached 226 million USD, up 23% from the same period in 2023.
