During his visit to the construction site of the Thong Nhat Social Housing Area in Vo Cuong Ward, Bac Ninh City, on September 22, Prime Minister Pham Minh Chinh emphasized that social housing projects benefit from preferential policies in terms of loans, land, and other aspects, making them more affordable for low-income earners and workers. Expediting procedures and construction can also help reduce costs and prices. However, he noted that social housing projects should provide complete infrastructure and convenience for residents, similar to commercial housing projects.
The Prime Minister underlined the importance of ensuring housing and a sense of belonging as a means to attract human resources and labor, thereby strongly promoting investment for rapid and sustainable development, especially in an industrially robust province like Bac Ninh.
He conveyed that the Government has been “highly concerned” about providing social housing for workers and employees, introducing various policies and solutions to address challenges. Ministries, branches, and localities have been instructed to focus on removing obstacles and promoting the development of social housing. This is a significant policy of the Party and State in ensuring social welfare and an issue of great concern to the people.
The Prime Minister requested that Bac Ninh continue to build on its achievements, contributing to the country’s goal of constructing at least one million social housing units in the 2021-2030 period.
There are 54 social housing projects in Bac Ninh Province for low-income earners and industrial park workers, with 29 completed or partially completed and 25 in the investment preparation stage. These projects cover a total land area of 173 hectares and will provide over 77,000 apartments for 231,000 people upon completion.
According to the plan to build one million social housing units nationwide by 2030, Bac Ninh is expected to develop 30,600 apartments by 2025 and an additional 41,500 units by 2030.
According to a report by the Ministry of Construction, as of mid-July, 79 projects had been completed nationwide, providing nearly 40,700 social housing units, equivalent to 10% of the target for 2025. Additionally, 128 projects have been initiated, expected to supply nearly 112,000 social housing units. The country has achieved nearly 36% of the target set for 2025, including both completed and initiated projects. However, many localities are lagging in constructing social housing segments. Hanoi has reached nearly 37%, while Ho Chi Minh City has achieved approximately 21% of the target for social housing projects by 2025. Furthermore, the disbursement of the VND120,000 billion preferential loan package for social housing has been slow, with only 1% disbursed despite being implemented for over a year. |
