Vice Prime Minister Nguyen Hoa Binh has signed a decision to establish a State-level Council for the fifth time to bestow the titles of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts.

The Council has been established to assist the Prime Minister in organizing the 5th award ceremony for the titles of “People’s Artisan” and “Meritorious Artisan” in the field of handicrafts.

According to the decision, Mr. Nguyen Hong Dien, Minister of Industry and Trade, will serve as the Chairman of the Council.

The Vice Chairpersons of the Council include Ms. Phan Thi Thang, Vice Minister of Industry and Trade, and Mr. Trieu Van Cuong, Vice Minister of Home Affairs.

Council members comprise: Ms. Trinh Thi Thuy, Vice Minister of Culture, Sports, and Tourism; Mr. Tran Thanh Nam, Vice Minister of Agriculture and Rural Development; Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor; Mr. Tran Lam Bien, Associate Professor, Doctor, and Cultural Researcher;

Along with Mr. Duong Trung Quoc, General Secretary of the Vietnam Historical Science Association; Mr. Nguyen Van Huy, Associate Professor, Doctor, and Deputy Director of the Center for Research and Promotion of Cultural Heritage, Vietnam Cultural Heritage Association; Mr. Nguyen Van Dinh, Associate Professor, Doctor, and former Principal of the University of Industrial Fine Arts; and Mr. Luong Xuan Doan, President of the Vietnam Fine Arts Association.

The Council is tasked with assisting the Prime Minister in evaluating and selecting individuals who meet the conditions and criteria for the titles of “People’s Artisan” and “Meritorious Artisan” in the field of handicrafts. The selected individuals will then be presented to the Prime Minister, who will recommend them to the President for the official bestowal of the titles.

The Council has a Secretariat established by the Minister of Industry and Trade, and it uses the seal of the Ministry of Industry and Trade to conduct its business. Council members and the Secretariat staff work on a part-time basis. The operating regulations of the Council are decided by the Council Chairman.

The Council’s activities and organization of the award ceremonies are funded by the government’s budget for the consideration and awarding of the “People’s Artisan” and “Meritorious Artisan” titles, allocated from the state budget within the Ministry of Industry and Trade’s operational expenses.

The Council will disband after completing its tasks.
