The Ministry of Construction provided this information in a document responding to the voters’ proposals of Ha Nam province sent to the National Assembly after the 7th session of the XVth term.
Voters have requested that the Ministry of Construction research and develop a nationwide centralized database of individuals who have purchased social housing. This would facilitate verification and cross-referencing with housing and land databases to easily verify the status of individuals when there are requests related to social housing.
In response, the Ministry of Construction shared that on July 24, the government issued Decree No. 94, detailing several articles of the Real Estate Business Law regarding the construction and management of information systems and databases on housing and the real estate market.
Decree 94 stipulates that information and data about individuals who have purchased, rented, or bought social housing through rent-to-own schemes nationwide fall under the national housing data. Additionally, information and data about individuals who have done the same on a local scale are considered local housing data.

The decree also includes provisions related to information collection forms, reporting entities, and the aggregation of information to build and exploit data about individuals who purchase, rent, or rent-to-own social housing in each locality and nationwide.
Accordingly, the People’s Committees of the provinces and centrally-run cities are responsible for periodically reporting, on a quarterly basis, to the Ministry of Construction information about individuals who purchase, rent, or rent-to-own social housing in their respective areas. They are also required to publish this list annually.
The Ministry of Construction is responsible for aggregating information about individuals who purchase, rent, or rent-to-own social housing nationwide to serve the state management tasks of the construction industry. This data will be shared and connected with other specialized databases, such as the national databases on population and land.
Speaking at a workshop in August, Mr. Nguyen Duc Tho, Vice Chairman of the People’s Committee of Hai Phong City, said that during the implementation of the social housing sales procedures in Hai Phong, several people took advantage of the policy to profit from price differences. When discovered, the city set up a working group to verify and handle these cases.
To prevent profiteering in the sale of social housing, Hai Phong has implemented a process of publicly disclosing project information, prices, and eligibility criteria for buyers. This helps ensure that those with a genuine need for housing can access social housing.
In 2023, during the sale of the NHS Trung Van social housing project in Nam Tu Liem district (Hanoi), the project investor detected seven cases of ineligible purchases. These individuals already had land use right certificates and owned houses (“red books”) in other locations or had housing areas exceeding 10 m2/person but still participated in the lottery. This reduced the chances of those with genuine needs winning the lottery.
Many opinions hold that disclosing information about social housing purchasers will prevent policy profiteering in social housing.
According to a report by the Ministry of Construction on the implementation of the Scheme “Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030,” from 2021 to the end of August 2024, the country has completed 79 projects with more than 40,600 social housing units.
Compared to the scheme’s target of completing 428,000 social housing units in the period of 2021-2025, the number of completed units is much lower, achieving only about 9.5%.
128 projects have been started (nearly 111,700 apartments), and 412 projects (over 409,000 apartments) have been approved in principle for investment. Thus, the number of apartments started and completed from 2021 to the present is about 35.6% of the scheme’s goal for 2025.
