Prime Minister Pham Minh Chinh has just signed Dispatch No. 99/CD-TTg, dated September 23, 2024, on continuing to implement solutions to ensure the supply of gasoline and oil for production, business, and consumption of the people and enterprises.

The dispatch was sent to the Ministers of Industry and Trade, Finance, and Public Security; the Governor of the State Bank of Vietnam; the Chairman of the State Capital Management Committee at enterprises; the Chairpersons of the People’s Committees of provinces and centrally-run cities; and the Chairmen and General Directors of the Vietnam Oil and Gas Group, the Vietnam National Petroleum Group, Binh Son Refining and Petrochemical Joint Stock Company, and Nghi Son Refinery and Petrochemical LLC; and the Chairman of Vietnam Petroleum Association.

The dispatch states: Gasoline and oil are essential commodities serving the production, business, and consumption needs of the people and businesses. Under the Government’s and Prime Minister’s drastic and timely direction; in the first months of 2024, the Ministry of Industry and Trade and other ministries and agencies have focused on implementing synchronous and effective solutions to ensure a continuous supply of gasoline and oil for production, business, and consumption of the people and businesses.

However, in the coming time, the world economic situation is predicted to remain complex and unpredictable, with increasing strategic competition among major countries, potentially disrupting supply chains, causing fluctuations in prices and supplies of goods and services, especially gasoline and oil, raw materials, freight rates, and gold prices. Domestically, although the economy continues its positive recovery trend, it still faces many difficulties and challenges.

To continue ensuring the supply of gasoline and oil for production, business, and consumption of the people and businesses, contributing to maintaining macro-economic stability, promoting growth, controlling inflation, and ensuring the major balances of the economy, the Prime Minister requests the relevant ministries and sectors to focus on implementing drastically and synchronously the tasks and solutions assigned in the resolutions of the Government, dispatches, and documents directing and governing the gasoline and oil supply of the Prime Minister.

Accordingly, the Prime Minister requests the Minister of Industry and Trade to direct gasoline and oil traders to proactively source and supply the system, absolutely not to interrupt the gasoline and oil supply in their distribution system (from traders, distributors, agents to retail stores), maintain regular sales, and sell at the posted price; strictly implement the minimum total gasoline and oil sources for 2024 assigned and gasoline and oil reserves as prescribed.

Closely monitor the implementation of the minimum total sources of traders, especially those with low implementation; direct and guide the regulation and ensure the balance of gasoline and oil supply and demand in each locality.

Proactively build gasoline and oil plans for 2025 and the following years; there must not be a shortage or disruption in supply as in 2022. Take responsibility to the Government, the Prime Minister, and the people if there is a shortage or disruption in the gasoline and oil supply to the domestic market.

Regularly monitor closely the developments in the world and domestic commodity markets and natural disasters and calamities to have backup plans to ensure the full supply of gasoline and oil to the domestic market in all situations.

Proactively coordinate closely with relevant ministries and agencies in state management of gasoline and oil and price management. Strengthen inspection, examination, and monitoring of gasoline and oil business activities, promptly detect and strictly handle violations according to regulations.

Continue to coordinate with relevant ministries and agencies to review thoroughly and urgently complete the draft Decree replacing the Decrees on gasoline and oil business in accordance with the Government’s and Government leaders’ directions, ensuring scientific, feasible, effective, and practical requirements and state management requirements for gasoline and oil, harmonizing the interests of the State, people, and enterprises; report to the Government in September 2024.

The Prime Minister requests the Minister of Finance to continue to coordinate with the Ministry of Industry and Trade in performing the task of gasoline and oil price management according to regulations; strengthen the inspection and supervision of gasoline and oil traders in the establishment, management, and use of the Gasoline and Oil Price Stabilization Fund; promptly detect and strictly handle (or report to competent authorities for handling) violations according to regulations.

Chair and coordinate with the Ministry of Industry and Trade and relevant agencies to deploy the national gasoline and oil reserve according to the plan and roadmap of the Prime Minister’s Decisions: No. 861/QD-TTg dated July 18, 2023, on the Approval of the Infrastructure Planning for National Gasoline and Oil, Gas Storage, and Supply for the period of 2021 – 2030, with a vision to 2050 and Decision No. 305/QD-TTg dated April 12, 2024, on the Approval of the National Reserve Strategy for the period of 2021 – 2030.

The Prime Minister assigns the Governor of the State Bank of Vietnam to coordinate closely with the Minister of Industry and Trade to continue supporting gasoline and oil traders and distributors in accessing capital to encourage enterprises to source, ensuring the supply of gasoline and oil to the domestic market according to the law, without violating the law.

The Prime Minister assigns the Chairman of the State Capital Management Committee at enterprises to direct the Vietnam National Oil and Gas Group and the Vietnam National Petroleum Group to plan and organize the production, distribution, reserve, regulation, and retail of gasoline and oil suitably, timely, effectively, and scientifically, ensuring a sufficient supply of gasoline and oil to the market.

In addition, the Prime Minister requests the Chairpersons of the People’s Committees of provinces and centrally-run cities, according to their functions, tasks, and authorized powers, to coordinate closely with the Ministry of Industry and Trade and relevant ministries and sectors to create favorable conditions for enterprises and gasoline and oil traders in sourcing, transporting, distributing, and trading gasoline and oil; strengthen inspection, examination, and monitoring of gasoline and oil business activities and ensure security and order in the locality according to regulations; promptly detect and strictly handle according to regulations the acts of hoarding, smuggling of gasoline and oil across the border, and violations of regulations on gasoline and oil trading, electronic invoices, etc.
