On the morning of September 24, Deputy Prime Minister Tran Hong Ha worked with the leaders of Tuyen Quang province, relevant ministries and sectors on the proposal to adjust the investment policy for the Tuyen Quang-Ha Giang expressway project (phase 1) in Tuyen Quang province.
The Tuyen Quang-Ha Giang expressway project (phase 1) is 77km long, including 69.7km of new construction with an investment scale of 2 lanes, a design speed of 80 km/h, and a 4-lane land acquisition width. The total investment capital is VND 6,800 billion.
Tuyen Quang is a mountainous province in the Northeast region of Vietnam, located about 135 km north of Hanoi. According to information from the meeting, up to now, Tuyen Quang province has completed site clearance for 82% of the total route with a scale of 4 completed lanes; construction progress has reached over 12% of the total construction volume of the whole route, ensuring the completion of the project by the end of 2025.
To promote investment efficiency and connect with important routes to serve the local and regional economic development, Tuyen Quang province proposed to adjust the investment policy for the Tuyen Quang-Ha Giang expressway project (phase 1) for the section passing through Tuyen Quang province.
Specifically, the section from the National Highway 37 intersection to the National Highway 3B intersection (22km long) will be widened to 1 lane, with a design speed of 100 km/h. The remaining section will continue to be implemented according to the approved project dossier.
Mr. Nguyen Van Son, Chairman of the Provincial People’s Committee of Tuyen Quang, said that this option will help the province to immediately promote a part of the investment efficiency of the project when connecting with National Highway 37 and National Highway 3B, which have a large traffic flow. At the same time, this option meets the progress of opening to traffic the entire Tuyen Quang-Ha Giang expressway route by the end of 2025 as directed by the Prime Minister.
Leaders of the Ministry of Transport, Ministry of Planning and Investment, Ministry of Construction, and Ministry of Finance analyzed the legal basis, the decision-making authority for adjusting the investment policy, the ability to balance capital sources, economic efficiency, and technical design… regarding the proposed option of Tuyen Quang province, to ensure compliance with legal regulations and not waste investment costs, in line with the direction of the Prime Minister.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha clearly stated that the Prime Minister has consistently directed the investment in expressways with a complete scale of 4 lanes to ensure technical safety, economic efficiency, and investment efficiency. In addition, the National Assembly has decided to supplement the capital source for the Tuyen Quang-Ha Giang expressway project (phase 1) from the central budget surplus in 2023. Therefore, it is necessary to adjust the investment policy, scale, and design of the Tuyen Quang-Ha Giang expressway project (phase 1).
The Deputy Prime Minister assigned the Government Office, the Ministry of Planning and Investment, in coordination with the provinces of Tuyen Quang and Ha Giang, and relevant ministries and sectors, to advise the Prime Minister and assign the two provinces of Tuyen Quang and Ha Giang to decide on the adjustment of the investment policy and technical design of the Tuyen Quang-Ha Giang expressway project (phase 1) towards adjusting the scale of the whole route to 4 lanes. Of which, the section from the National Highway 37 intersection to the National Highway 3B intersection (22 km long) belonging to the section passing through Tuyen Quang province will be constructed with a scale of 4 lanes.
At the same time, technical infrastructure works (communal roads, tunnels, underground works) on the 2-lane section must be adjusted in design, synchronized, and minimized in demolition and large construction volume when expanded to 4 lanes in phase 2.
“The adjustment of the investment policy and technical design of the Tuyen Quang-Ha Giang expressway project (phase 1) will also serve as a basis for preliminary capital balancing and allocation between the central and local budgets for the project in phase 2,” said the Deputy Prime Minister.
In addition, the Deputy Prime Minister requested Tuyen Quang and Ha Giang provinces to establish a progress map; make great efforts, reach high consensus, and have a high degree of determination, mobilizing the whole political system, joining hands with contractors, and striving to achieve the set goals.
The Deputy Prime Minister assigned the Ministry of Planning and Investment to consider and study the proposal of Ha Giang province, and report to the National Assembly on the application of special mechanisms and policies when implementing the Tuyen Quang-Ha Giang expressway project (phase 1) in the section passing through Ha Giang province, similar to the mechanisms and policies that Tuyen Quang province is applying to the section passing through Tuyen Quang.
