The Tech Giants and American Investment Funds: Expanding Horizons in Vietnam

On the sidelines of the 79th Session of the UN General Assembly in New York, General Secretary and President To Lam held a meeting with former Google CEO Eric Schmidt, along with leading technology companies and investment funds from the US and beyond. The gathering included representatives from Apple, Meta, Super Micro, and investment giants Blackstone and Warbug Pincus.

Welcoming the Apple delegation, General Secretary and President To Lam congratulated and highly appreciated Apple’s global and domestic successes over the years. He affirmed that Apple and its partners’ continued expansion of investment and business operations in Vietnam demonstrates the country’s growing importance in both consolidating Apple’s supply chain and developing its consumer market.

The General Secretary and President informed that Vietnam has recently established a task force to facilitate cooperation with Apple. He expressed his hope that this mechanism would foster effective collaboration, bringing mutual benefits to both parties in the future. He also suggested that Apple, with its resources, experience, and reputation, contribute to the development of science, technology, and innovation in Vietnam. Specifically, Apple is encouraged to engage with the National Innovation Center under the Ministry of Planning and Investment through concrete collaborative activities, benefiting both parties.

General Secretary and President To Lam requested Apple and its partners to support Vietnamese businesses in enhancing their production capabilities and integrating into the global supply chain. He proposed that Apple consider establishing a research and development (R&D) center at the National Innovation Center (NIC) and providing scholarships for talented Vietnamese students in fields such as information technology, programming, electronics, semiconductors, and artificial intelligence (AI).

In response, Mr. Nick Ammann, Apple’s Vice President, expressed his gratitude for the warm welcome and meeting with General Secretary and President To Lam. He acknowledged that Vietnam is not only a fantastic market for Apple but also a vital production hub for supplying their products globally. Many of Apple’s key products are now manufactured in Vietnam, and with the support of the Vietnamese government, the company is expanding its production activities in the country. Mr. Ammann emphasized the significant investment prospects in Vietnam and the market’s value in Apple’s global strategy, along with the potential for deeper involvement in the supply chain for the company’s critical products.

During the meeting with Meta’s delegation, General Secretary and President To Lam shared that Vietnam has identified digital transformation as a crucial driver to propel the country into a new era.

He emphasized that cooperation in science, technology, and innovation has been established as an essential pillar in the relationship between Vietnam and the United States. However, he noted that the current investment and cooperation activities between the two countries have not fully tapped into the bilateral relationship’s potential, and there remains ample room for growth in the future.

The General Secretary and President proposed that Meta continue its discussions with Vietnamese agencies and partners, especially the National Innovation Center, to promote concrete collaborations in fields such as science and technology, innovation, AI, and the Internet of Things (IoT). These are areas where Meta possesses significant strengths, and Vietnam has high cooperation aspirations and potential.

General Secretary and President To Lam affirmed the commitment of the Party, State, and people of Vietnam to create favorable conditions, in accordance with the law, for American investors in general and Meta in particular, to operate effectively and sustainably in the country.

Mr. Nick Clegg, Meta’s President of Global Affairs, shared the company’s plans to increase production in Vietnam for its Metaverse virtual reality products, marking the company’s newest venture beyond its traditional social media and messaging services.

Mr. Clegg expressed his intention to visit Vietnam next week and introduce “Meta AI” to Vietnamese users, offering them a free trial. He aims to ensure that every Vietnamese person can access this powerful AI tool with just a personal phone.

The Meta leader also pledged to continue supporting and expanding investment and innovation encouragement programs in Vietnam in the coming years.

In the meeting with Mr. Wally Liaw, Founder and Senior Vice President of Business Development at Supermicro, a leading company in the information technology field, General Secretary and President To Lam welcomed the company’s cooperation proposal in developing AI data centers and an AI server system ecosystem.

The General Secretary and President suggested that Supermicro and its partners negotiate a specific roadmap to implement cooperation projects. These projects include providing solutions and developing infrastructure for the national data center system, data centers of ministries, sectors, and localities, supplying server solutions, developing AI data centers, and establishing an AI server system supply chain.

According to the General Secretary and President, Supermicro should coordinate with production partners to explore expanding investments in Vietnam, turning the country into one of the company’s production hubs in the future.

He emphasized Vietnam’s commitment to creating favorable conditions for foreign investors, including Supermicro and its partners, to operate effectively in the country. He expressed his hope that Supermicro would apply modern technologies, enhance technology transfer, and strengthen cooperation with domestic partners, thereby deepening Vietnam’s involvement in Supermicro’s supply chain.

Mr. Wally Liaw expressed his sincere appreciation to General Secretary and President To Lam for taking the time to meet. He acknowledged that Vietnam is a market with great potential, especially with its policies encouraging the development of high-tech sectors.

Mr. Liaw shared that Supermicro has recently signed a memorandum of understanding with the Sovico Group. He introduced Supermicro’s close collaboration with Nvidia on AI development and their work with Tesla, with operations in many countries. He highly valued the development and investment opportunities in Vietnam and pledged to continue cooperating with the country to support its customers and promote AI development.

In the meeting with Mr. Stephen Schwarzman, Chairman, CEO, and Founder of Blackstone, General Secretary and President To Lam emphasized that science, technology, and innovation have been identified as critical drivers for Vietnam’s new phase of growth. Therefore, he expressed his hope that Blackstone would expand its investments in these fields in Vietnam, connecting and providing capital to technology companies and startups in the country.

The General Secretary and President pointed out that green growth and sustainable development are important pillars in Vietnam’s current orientation. He affirmed that foreign investors, including Blackstone, play a significant role in achieving these goals. He also expressed his hope that Blackstone, with its influential network of partners and clients and its capabilities in this field, would support Vietnam in accessing preferential financial resources and connecting the country to foreign investors interested in green and sustainable development projects.

General Secretary and President To Lam highly valued Blackstone’s plan to invest in energy transition projects in Vietnam. He suggested that the company coordinate with the Ministry of Industry and Trade and relevant agencies and partners to implement investment activities in this sector.

Mr. Stephen Schwarzman shared that Blackstone is the world’s largest investment fund, managing over 1,000 billion USD in assets. He expressed his desire to expand investments in Vietnam and noted that the company has joined the race for AI data centers, an area where Vietnam has a development strategy.

The Party and State commit to supporting and creating favorable conditions for American investors, including Blackstone, to effectively and sustainably deploy their investment and business activities in Vietnam.

Welcoming Mr. Jake Siewert, CEO of Warburg Pincus, one of the oldest and largest private investment funds globally, General Secretary and President To Lam highly appreciated the fund’s effective investment and business cooperation activities worldwide and in Vietnam.

The General Secretary and President shared that Vietnam has announced a plan to mobilize resources to implement the Political Declaration on Establishing a Just Energy Transition Partnership (JETP), contributing to the realization of the net-zero emissions target by 2050. Therefore, Vietnam welcomes cooperation proposals to promote green financial flows and hopes that Warburg Pincus will connect and collaborate with domestic partners on specific projects in fields such as renewable and new energy (e.g., green hydrogen), power grid upgrades, carbon capture and storage, development of an energy storage equipment production ecosystem, and enhancement of governance and human resource training.

Regarding specific project proposals in the tourism sector, the General Secretary and President suggested that Warburg Pincus continue coordinating with domestic partners and working directly with relevant ministries, sectors, and localities to address difficulties and obstacles in accordance with the law.

General Secretary and President To Lam affirmed the commitment of the Party and State of Vietnam to create favorable conditions, in accordance with the law, for American investors in general and Warburg Pincus in particular, to operate effectively and sustainably in the country.

Mr. Jake Siewert, CEO of Warburg Pincus, expressed his honor to meet with General Secretary and President To Lam. He shared that to date, Warburg Pincus has invested approximately 4 billion USD in Vietnam, making the country the fund’s third-largest investment destination in Asia, after China and India.

During the meeting, Mr. Siewert expressed his interest in exploring further investment opportunities in Vietnam and sincerely thanked the Vietnamese side for their active dialogue in resolving obstacles. Warburg Pincus also expressed its interest in attracting green financial flows, Power Development Plan VIII, and renewable energy in Vietnam.

Also present at the meeting was the US Ambassador to Vietnam, Marc Knapper, who affirmed the US government’s support for Warburg Pincus’ activities. He assured that the US would maintain a positive dialogue and work to resolve any difficulties or obstacles that may arise.

Welcoming Mr. Eric Schmidt, former Chairman and CEO of Google, who played a pivotal role in developing Google into one of the world’s largest technology companies, General Secretary and President To Lam highly appreciated his decisions to support investment and expansion in Vietnam during his leadership and his goodwill in assisting the country in establishing AI and new technology development programs over the years.

The General Secretary and President noted that the Vietnam-US Comprehensive Strategic Partnership has been thriving, especially in science, technology, and innovation, which has been identified as an important pillar of the bilateral relationship.

In that spirit, he proposed that Mr. Schmidt, in his advisory role, encourage Google and its partners to continue expanding investments, business operations, research, and development in Vietnam in high-tech fields. He suggested engaging with the Ministry of Planning and Investment to establish research and development centers, laboratories, and new technology product development spaces at the National Innovation Center of Vietnam.

General Secretary and President To Lam requested Mr. Schmidt to advise and support Vietnam in developing a high-quality AI and semiconductor ecosystem and human resources in these fields. He also proposed establishing a National Investment Fund for AI and semiconductors to boost the development of these sectors in Vietnam and help the country connect with significant global partners to develop supporting industries, ecosystems, research and development, and technology transfer, thereby deepening Vietnam’s integration into the global value chain.

Vietnam is committed to creating favorable conditions, in accordance with the law, for American investors, Google, Mr. Eric Schmidt, and partners to operate effectively and sustainably in the country.

Mr. Eric Schmidt shared his belief that Vietnam has the potential to become Asia’s software hub, highlighted by the emergence of new technology companies and numerous success stories of small-scale startups. In his view, the optimal path for Vietnam is to establish AI-focused software companies. Many countries start with low-level software development, but he trusts that Vietnam has the capacity to engage in the high-end segment, using AI to address significant challenges in education, healthcare, and the environment. He hopes that the establishment of these software companies will be included in Vietnam’s development strategy, and he pledges to bring capital from the US to these companies.
